- Draft Statement of Objectives (SOO) This pre-solicitation synopsis is not a request for competitive proposals. The National Institute for Occupational Safety and Health (NIOSH) intends to competitively procure services for the establishment of a comprehensive cost avoidance, coordination of benefit, and recovery program that will facilitate the ability of the World Trade Center Health (WTC) Health Program to improve efficiency and control health care costs without compromising quality of care. A five-year fixed price contract is anticipated with recoupment. Award will be made using a Best-Value Trade-Off approach where technical criteria and past performance will be more important than price. The Government will release the solicitation, including any subsequent amendments, on the FedBizOpps website. The government anticipates the solicitation will be available approximately 15 days from the date of this notice, with an anticipated closing date/proposal due date of 30 days from the date of release of the solicitation. No telephone or written requests for the solicitation will be accepted. Amendments to the solicitation, if issued, will be posted to the same website. After solicitation release, vendors should regularly access the website to ensure they have all of the amendments. Registration in the System for Award Management (SAM) database will be a prerequisite for receiving an award. For more information on the SAM, refer to the SAM website at https//www.sam.gov/portal/public/SAM. THIS PRE-SOLICITATION IS NOT A REQUEST FOR PROPOSAL. The government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This synopsis is for administrative purposes only. It does not constitute a solicitation for bid or proposals and should not be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. A draft Statement of Objectives (SOO) is attached for early review. Offerors will be required to provide a Statement of Work with their proposal. The draft SOO may change slightly prior to posting the solicitation.
