- The purpose of this Amendment is to update the Statement of Work within the RFQ and provide responses to questions received. A. Paragraph 7.a of the Statement of Work is hereby changed to read Shuttle service to and from the VA Medical Centers is required for patients and caregivers. Attachment 1 Item 7.a is hereby changed to read - Shuttle service to and from the VA Medical Centers is required for patients and caregivers. - the ADA and hours of operation portion is removed. B. This section of the amendment provides responses to the questions received from the RFQ: Q1. May we please offer fully furnished apartments for Solicitation Number 36C25919Q0776? A1. Offering apartments is not precluded from this solicitation, provided they comply with paragraph 3 of the Statement of Work and Attachment 1. Q2. Is the daily hotel rate inclusive of taxes? A2. The Government does not pay taxes. Offerors are required to complete the pricing information stated in paragraph v, List of Line Items, in accordance with FAR 52.212-1, Instructions to Offerors. Q3. Can you provide what the actual usage of total number of rooms that have been used over the last three years A3. The room requirements at each location are derived directly from the usage of the last five years. Q4. For the above request, can you tell us what the actual pick-up is on the room blocks? Meaning, how many rooms were actually utilized for 2018 at each location please? A4. See response to Q3 above. Further, the number of rooms is identified in paragraph 3 of the Statement of Work. Q5. is there any way to know the number of times that a wheelchair accessible van will be need on a monthly basis? So the contractor is responsible to get the veteran and the caregiver to and from the hospital from 6:30 am - 6:30 pm? A5. Reference the above section A. Q6. Section 4. VA Responsibilities: item a. notes the VA will schedule room reservations directly with the hotel. Does this mean directly with the contractor or directly with the contractor s facility? A6. The lodging personnel at the medical center will schedule reservations directly with the hotels and provide a spreadsheet daily to both the hotel and the contractor for tracking by 4 pm daily. Q7. Not sure what unreleased unused room fee is in section 4.d. A7. Any of the rooms the hotel has set-aside for the VA daily that have not reserved for a patient will be released back to the hotel at 5 pm for the hotel to be able to sell. Q8. How often is the shuttle needed during the day, how much notice would we receive? A8. The Government has no way of knowing how often the shuttle will be needed each day. The veterans will be responsible to coordinate shuttle rides with the hotel. Q9. We were wondering if tax-exemption certificates/forms would be provided upon award. A9. The tax-exempt certificate will be provided to the awardee. Q10. Can you verify the request is for a 4-star location? This is a higher star rating for the program then previously requested. Can you confirm please? A10. Yes, the requirement is for 4-star rating. Q11. If in fact you are requesting a 4-star location, will the existing per diem rates still apply? A11. Yes Q12. The request notes some Friday and or Saturday lodging MAY be needed. Will this be mandatory or based on availability if needed? And, how much notice would we have if the lodging is mandatory? A12. Reference Section 3.g: The VA reserves the right to request additional rooms; however, as part of the competitive process, the contractor must propose as part of the offer, any rates above and beyond the daily room requirement. So, if a Friday or Saturday are needed this is considered above and beyond the daily room requirement. Q13. Transportation: Is the transportation on-call during the hours or will scheduled transportation trips to and from the locations be acceptable? A13. The veterans will be responsible to coordinate shuttle rides with the hotels. Q14. Is the shuttle service a must to quote on this solicitation? A14. Yes, shuttle service is required per Section 7.a. Q15. In the above referenced solicitation, Item 3.1.a. notes: 3. Hotel Requirement; 1. Requirements: a. Fifteen (15) rooms per day are required to be reserved for VA veterans. Eight (8) rooms for 1700 N. Wheeling St, Aurora, CO 80045 Seven (7) rooms for 1055 Clermont St, Denver, CO 80220 Five (5) of which need to be American with Disabilities Act (ADA) compliant. My question is, do you need all 5 ADA rooms at the Denver location or just 5 combined with both locations? A15. Split between the locations; with the Aurora location being the main location for veteran appointments. So a three/two split would be acceptable. Q16. In terms of the star rating, do you mean the general public rating - as in the green bullets - that is given on Trip Advisor? Additionally, would a diamond rating from AAA be sufficient? A16. The Government will look at both Trip Advisor and/or AAA. A minimum rating of 4-star rating on either Trip Advisor or AAA constitutes an acceptable rating. Q17. My question regarding solicitation # 36C25919Q0776 is whether we can submit for only one location? A17. No. In accordance with paragraph vii(a), 52.212-1, Instructions to Offerors, Any award made as a result of this solicitation will be made on an All or Nothing Basis. Q18. Can all the rooms be at one property if the hotel can provide the accommodations needed or do they need to be in separate hotels per the addresses provided on Wheeling and Clermont. A18. Quotes received must meet the requirements as stated in in sections 3.1.b and 7.a.; Section 7.a of the Statement of Work. Q19. I have a hotel that can only provide shuttle service from 8:00am to 5:00pm? Will this eliminate them from consideration for providing lodging accommodations for the Veterans? A19. Yes, the hours of operation as stated in paragraph 7 of the Statement of Work state 6:30 a.m. to 6:30 p.m. ADA compliant if possible. C. All other terms and conditions remain unchanged
