Sources Sought: Liquid Nitrogen Plant SOURCES SOUGHT FROM: 10th Contracting Squadron, United States Air Force Academy (USAFA), CO SUBJECT: Sources Sought 1. The USAF Academy 10th Contracting Squadron is requesting information from potential providers of a Liquid Nitrogen Plant. The North American Industry Classification System Code (NAICS) is 333415 and the small business size standard in number of employees is 1,250. 2. Interested contractors whether potential prime contractors or interested potential subcontractors are encouraged to review the salient characteristics in paragraph 5 to gain an understanding of the requirement and provide feedback and questions to the contracting specialist. 3. This notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All responsible contractors interested in providing this product and who have the potential to provide this product are invited to respond. Any information provided by industry to the Government as a result of this notice is voluntary. This notice is for planning purposes only and the Government will not pay for any information provided. If you are not interested and/or able to provide this product no response is necessary. The result of this market research will contribute to determining the method of procurement. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. 4. The purpose of this notice is to identify capable and qualified companies to provide a Liquid Nitrogen Plant with the stated specifications to the U.S. Air Force Academy. All businesses capable of providing Liquid Nitrogen Plant are invited to respond. Interested small business vendors must reference their 8(a), HUB Zone, Women-owned, or Service Disabled Veteran status, if applicable. A firm fixed price contract is anticipated to be awarded. 5. All interested and qualified sources should submit the following documentation to this office by e-mail to melissa.staudacher@us.af.mil no later than 1:00 PM MST, 18 October 2019: a. Name of Company and Address, Point of Contact, Phone Number, E-mail Address, Website (if applicable) b. Representation/Certification of small business socioeconomic status c. CAGE code and DUNS Number d. Liquid Nitrogen Plant meeting the following salient characteristics: • At a minimum, the Liquid Nitrogen Plant must include or be capable of the following: o Must produce at least 60 liters of liquid nitrogen a day o Must have a Dewar capacity of at least 210 liters o Overall foot print must not exceed 6.5' x 6' o Must be able to work at an altitude of 7,500 ft. o Must have a warranty on all parts and workmanship for 3 years or 8,000 hours o Must include a filter bank assembly to separate the nitrogen from the air we breathe and produce at a minimum 98% pure nitrogen o The filter bank assembly must be easy and affordable to maintain o Local operator must be able to perform most routine maintenance on site o Must include tools, some spare parts and manual for installation and maintenance o Must include automatic liquid nitrogen level indicator o Must automatically enter into standby mode when the product dewar is full o Must include cryogenically insulated extraction line and value for low loss of liquid nitrogen during transfer o Must include a helium compress that is air cooled o High altitude operation o Must have floor stand for nitrogen generator assembly o Must include liquid nitrogen plant equipment service kit o Must be new o On-site training and installation; in-state (e.g. Colorado) application support 6. All interested and qualified sources should also submit the answers to the following questions to this office by e-mail to melissa.staudacher@us.af.mil no later than 1:00 PM MST, 18 October 2019: a. How long have you been in business? b. Have you provided this item in the past? c. Are you the manufacturer or distributor of the item? d. What is your lead-time for delivery? e. Have you ever performed Government contracts? f. What are your payment/discount terms? Do you offer an educational and/or military discount to universities? g. If you require different terms and conditions than those normally used by the Government, what are your commercial terms and conditions? Please feel free to provide a copy of your terms and conditions for this type of work. h. Where is the Liquid Nitrogen Plant manufactured? i. Where are the components manufactured? j. What is your estimated cost for this requirement? You will not be held to this price, it is only for market research purposes. k. Are design, analysis, documentation, or any other items, included? l. Is the product Buy American compliant IAW DFARS 252.225-7001? m. Is the product considered commercially available off-the-shelf IAW FAR 2.101 and FAR 12.103? If not, is the product considered commercial? n. Do you offer/allow trade-in discounts? 7. THIS IS NOT A SOLICITATION FOR OFFERS OR A REQUEST FOR PROPOSAL. DO NOT SUBMIT PROPOSALS AT THIS TIME. 8. Any questions regarding this notice can be directed in writing via email to the following points of contact.
