Description
SF1449 SOW This is a combination synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. The solicitation number is: W50S6N-20-Q-0001 The solicitation is issued as a request for quotation (RFQ). Quotes shall be valid 30 calendar days after the close of the solicitation. 2. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. 3. This solicitation is set aside for full and open competition and associated NAICS code 722310 with the following small business standard $41.5M. 4. CLIN 0001 – Subsistence; 12 ea. Please refer to SF 1449 for more information. CLIN 0002 – CMRA CLIN 1001 – Subsistence; 12 ea. Please refer to SF 1449 for more information. CLIN 1002 – CMRA CLIN 2001 – Subsistence; 12 ea. Please refer to SF 1449 for more information. CLIN 2002 – CMRA 5. Proposal Preparation Instructions: a. To assure timely and equitable evaluation of proposals, offerors, must follow the instruction herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Offerors shall assume the Government has no knowledge of their experience, and will base its evaluation in the information present in the offeror’s proposal. b. Documents to be included: In order to be considered to award, offerors shall provide i. Volume I – Past Performance ii. Volume II – Technical Capability (limited to 10 pages) iii. Volume III – Price IN regards to all parts, electronic or mailed quotes will be accepted. All proposals must be received by the contracting office no later than the due date listed in block 8 of the SF1449. All questions regarding the solicitation, to include the SOW, must be submitted no later than 11:00 a.m., Central Standard Time, 7 November 2019. c. Rejection of Quotation: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer and will be considered. 6. The provisions and clauses that apply to this acquisition and can be found on the SF 1449 7. Evaluation and Award Factors – In accordance with FAR 13.106-1(a)(2) the contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, and considered best value. The Government intends to award a Firm Fixed Price contract. a. The following factors shall be used to evaluate offers: Price: Offerors, must complete blocks 12, 17a, 17b, 30a, 30b, and 30c, of the SF1449. In doing so, the offeror agrees to the contract terms and conditions as written in the RFQ. Insert the proposed unit and extended prices in the pricing schedule for each contract line item (CLIN), including all option periods. Past Performance: Past Performance is the measure of the degree to which an Offeror, as an organization, has in the past three years satisfied its customers, and efficiently and effectively managed their contracts, on projects of similar scope and magnitude. Offerors will provide two (2) references for like projects from the past three (3) years. In the investigation of an Offeror’s past performance, the Government has the right to contact former customers, government agencies, and other private and public sources of information. All past performance information shall include the following information: · Government Agency/Company who awarded the contract · Contract Number · Description of Services · Contract Value · Period of Performance · Place of Performance · Contract Type · Current POC with current email and phone number Technical Capability: Offerors will provide a proposal on company letterhead with information necessary for the Government to perform a complete technical evaluation. In evaluating the technical proposal, the Government will only consider information contained in the technical proposal itself. Information contained in any part or other proposal submitted under this solicitation or in other documents will be considered. The following information shall be included: Menu Plans for six (6) meal periods. Location: The caterer shall be located within a 2 hour drive of the 280 SOCS to allow the contractor to provide on-site changes as necessary. b. Options. The Government shall evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalances. Evaluation of option shall not obligate the Government to exercise the option(s). 8. Any amendment and documents related to this procurement will be available electronically at the internet site: http://www.fbo.gov Potential Offerors will be responsible for downloading their own copy of these documents related to this procurement.
