- This presolicitation notice has been replaced by solicitation number 693JJ320R000004, https://www.fbo.gov/spg/DOT/FHWA/OAM/693JJ320R000004/listing.html. This posting will be archived on 10/18/2019. This synopsis is issued in accordance with Federal Acquisition Regulation (FAR) Part 5.203, which prescribes a mandatory 15-day pre-solicitation notification requirement. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation to procure services for the support of FHWA's Mobile Concrete Technology Center (MCTC) Program. Provided acceptance from the SBA, the solicitation will be offered as an 8(a) set-aside competitive solicitation and result in one Firm-Fixed-Price contract. The contract period or performance will not exceed 60 months from the date of award. It will include a two-year base period and three option periods. The objective of this contract is to provide technical assistance to the concrete pavements community on various technologies, test procedures, and quality initiatives. The program is to focus on assisting stakeholders with initiatives by providing technical assistance, guidance, equipment loans, and training materials to design, produce, and construct longer lasting concrete pavements. The MCTC Program also supports the implementation of PEM and AASHTO PP 84 by coordinating and sharing data with stakeholders, and facilitating the implementation of emerging test procedures. The Contractor shall provide all personnel, materials, equipment, services, tools, supplies, engineering, transportation, facilities, supervision, and other items necessary to support and perform the tasks associated with the MCTC Program. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained. Potential Offerors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. This synopsis is not a request for competitive proposals. A Request for Proposals (RFP) is anticipated to be published in Summer of 2019. Once the RFP is posted, all interested, responsible sources may submit a proposal which will be considered by the FHWA.
