- This notice is to notify industry that on September 27, 2019 a sole source requirement was awarded to 101 Research LLC, located in Sprigfield VA. 101 Research has provided technical and research assistance to the USBP for over two years. Under that contract, they supported a Capability Gap Analysis Process (CGAP) exercise conducted across all of the Strategic Planning and Analysis Directorate (SPAD) divisions, collecting and analyzing collected comments regarding SPAD organizational needs and gaps. Based on this analysis, 101 Research provided recommendations for short- and long-term actions to improve efficiency and communications, as well as pathways to increase collaboration across the divisions and with the field stations and sectors. The SPAD CGAP project provided direct knowledge and insights that will support the organizational assessment and development of the new Data Science Division (DSD). In order to ensure that previous research continues to inform the evolution of SPAD and the development of the new division, USBP shall utilize 101 Research. The awarded amount for this requirement is approximately $150,000.00. This sole source contract action was awarded under the authority of FAR 13.106-1(b)(1)(i). A determination by the government not to compete this requirement in the future may be based upon responses to this notice, and shall be solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Any company who believes they can provide the required services should e-mail their company's capability information along with pricing to the attention of David Banks no later than 3:00p.m. EST, November 9, 2019 at david.m.banks@dhs.gov. Only e-mail responses will be accepted. The full sole source justification is available upon request.
