Description
The Enabling Capabilities Department (RD-EC) of the Defense Threat Reduction Agency (DTRA) supports numerous test and evaluation programs for DTRA, Combatant Commands, the Services, other federal agencies, and partner nations. RD-EC requires contract support to provide technology, testing, evaluation, validation, verification, analysis and data analytics support for the detection, characterization, targeting and defeat of weapons of mass destruction, asymmetric threats, and threat networks. RD-EC's mission sets include penetrating weapons testing; chemical and biological testing; blast mitigation/force protection testing; nuclear/radiological materials detection testing; diagnostics and data acquisition systems; weapons effects characterizations; structural viability and retrofit testing; conventional weapons enhancements; underground test readiness; test and evaluation of improvised threats, counter threat networks; and unmanned systems. As threats and testing requirements evolve, so does the need for relevant diagnostics and techniques in data science. RD-EC requires the ability to develop and implement next generation diagnostics systems to overcome emerging capability gaps. Support is required in a cross-functional environment involving diagnostics and test sciences to develop products that can draw conclusions and make predictions from diverse data sets generated by diverse suites of sensors collecting data from single event tests and long term sensing campaigns. RD-EC support requirements include research, developmental and prototype test planning support, pre- and post-computational physics support, test site geologic support, test fielding support, explosives support, inert weapon recovery, data curation and analytics, analysis, and reporting. Instrumentation and diagnostics support is also required across the RD-EC mission space where specialized end-to-end data acquisition, software, timing, and firing systems are designed and developed (using as much COTS components as practical) to withstand the elements as well as pressure, temperature, shock and CBRNE environments. Testing is usually conducted in harsh field and explosive environments; and can have accelerated time lines due to customer requirements. Deliverables will include such items as test plans, test data, optical data, data analysis, data reports, final test reports, technical reports, drawings, source codes, curated data sets (data curation is the preparation of data collected from diverse sources for subsequent processing using machine learning, data fusion, or other artificial intelligence tools), technology attainment strategies in the area of data science (think of a technology attainment strategy as a roadmap to a predictive tool used by a COCOM commander derived from a data analytics effort), prototypes, and developed diagnostics systems. Efforts occur primarily at Kirtland AFB, White Sands Missile Range (WSMR), the Nevada National Security Site (NNSS), and other sites of interest. Previous contracts providing this type of support have ranged in value from $110M to $220M. It is anticipated that future contracts may be twice these values. DTRA is scheduling an information session to provide a general overview of the RD-EC testing program to allow industry to become familiar with the Agency's testing program and requirements. The objectives of the session are to provide as much information to industry as possible and to obtain feedback from industry with regard to potential acquisition strategies for the required future support. The Government will also entertain questions from industry during the information session. One on one sessions may be scheduled after the general overview session. After the information session, the Government intends to solicit capability statements from industry to determine interest and capability to provide the required support. Information and one on one sessions to be held at DTRA's Albuquerque location (1680 Texas Street, SE, Kirtland AFB, NM 87117) on 23 October 2019 at 09:00 am Mountain Time.
