Description
Foreign National Biometric Data Form - One (1) Per Foreign National Base Access Request Form - One (1) Per Company SECNAV 5512 Form - One (1) Per Person This is a small business (SB) set-aside source selection procurement intended for environmental services for hazardous waste, hazardous material, other regulated waste, and spill response for all Supported Components and Tenant Commands under Joint Region Marianas. This procurement will result in award of one (1) combination firm fixed price (FFP) indefinite delivery indefinite quantity (IDIQ) service contract. The contract term will be a base period and four option periods consisting of 12 months each for a total maximum duration of 60 months. The contract value, including the base period and all options, shall not exceed $20 million. The work (task orders) includes operation of a Conforming Storage Facility (CSF); management of Less-than-90-Day Storage Facilities; management of satellite accumulation sites (SAS) at Naval Base Guam (NBG) and initial accumulation points (IAP) at Naval Support Activity Andersen (NSAA); daily management, collection and disposal of hazardous material (HM), hazardous waste (HW), and other regulated waste (ORW) such as but not restricted to asbestos, lead-based paint, and polychlorinated biphenyls (PCBs); occasional management, disposal, and collection of non-HW; sampling, testing, and laboratory analysis for hazardous waste, regulated waste, and unknown waste determination; oil and hazardous substance spill response, cleanup, sampling, laboratory analysis, and disposal. The NAICS Code for this procurement is 562112 (Hazardous Waste Collection) and the annual size standard is $41.5M. The solicitation utilizes trade-off source selection procedures which require Offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Based on previous market research sources sought notice N4019219RP820, the activity small business office concurs with the decision to set-aside this procurement. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The Government does not intend to use Federal Acquisition Regulation Part 12 for this acquisition. Offerors can view and/or download the solicitation and any attachments at https://www.fbo.gov when it becomes available on or about 25 October 2019. No further notice of solicitation activity will be provided to interested offerors. A pre-proposal conference and site visit is scheduled for Friday 08 November 2019 at 0900 hrs. Interested attendees requiring base access to Naval Base Guam (NBG) must complete the SECNAV 5512 Form, obtain the Government Sponsor's signature on one (1) Base Access Request form per company, and submit hard copies of all required documents and personal identification to the NBG Visitor Control Center located outside the main Navy base front gate in Santa Rita, Guam. Interested attendees that are foreign nationals must also complete a Foreign National Biometric Data Form.
