Registration Listing Attachment 7 - Mission Essential Attachment 3 - Price Matrix Exhibit K - Wage Determination Exhibit J - Asbestos Containing Material Exhibit H - Collective Bargaining Agreement Exhibit D - Detail of Building Room SF Type Service Exhibit C - Summary of Building SF Type Service Distance W81K04-19-R-0030 The Request for Proposal (RFP)/Solicitation to provide non-personal, healthcare environmental cleaning and related services in support of multiple Medical Treatment Facilities (MTFs) in the Health Service Area (HSA) of Womack Army Medical Center (WAMC), Fort Bragg, NC. This acquisition is solicited as an 8(a) set-aside under other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Subpart 6.204(a). The North American Industry Classification System (NAICS) Code for this solicitation is 561720. This solicitation will be awarded using Performance Price Tradeoff (PPT) evaluation criteria. The agency proposes to award an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract under which Firm-Fixed-Price (FFP) task orders for healthcare environmental cleaning services will be issued. An IDIQ contract is the optimal contract type for this effort as an exact quantity and/or appropriate categorization of services (Type I, II, III, IV, V, etc.) cannot be determined on an MTF-specific, individual room basis at the time of contract award. The resultant FFP task orders issued against the IDIQ will clearly describe WAMC MTF-specific healthcare environmental cleaning requirements and services to be performed and provide for prices that will not be subject to any adjustment on the basis of the 8(a) contractor's cost experience in performing this contract. All services shall be FFP and subject to the Service Contract Labor Standards (41 U.S.C. 351). This solicitation and subsequent contract will include contract line item numbers (CLINs) with a 5-year ordering period. The anticipated IDIQ contract will obligate the government to the minimum guarantee of $1,500.00 for the post award conference. The entire amount of the minimum guarantee will be obligated against fiscal year (FY) 20 funds. Further obligations will be charged to the FY in which the order is placed. Healthcare housekeeping services are required for 60 months starting 15 March 2020 through 14 March 2025. All elements of the RFP shall be submitted by the Offeror with a proposal no later than the date/time shown in block 8 of the Standard Form (SF) 1449, Solicitation/Contract Order for Commercial Items. The square feet (SF) for cleaning of each MTF is varied; however, the estimate SF for WAMC MTFs is 1,336,102 SF. This solicitation will be available in electronic format only. The official access point to the solicitation is via the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The primary point of contact for this project is Ms. Lizete M. Perry, Contracting Officer, (210) 295-4365, katherine.i.perry.civ@mail.mil. A PRE-PROPOSAL CONFERENCE AND SITE VISIT is scheduled for 17 - 18 OCTOBER 2019. Prospective offerors are advised that the pre-proposal conference will be held solely for the purpose of discussing the requirements of this solicitation. The pre-proposal conference will convene at 8:00 am on Thursday, 17 OCTOBER 2019 at Womack Army Medical Center (specific location information is below). The pre-proposal conference duration is anticipated from 8:00 am to 12:00 pm and will consists of briefings from the Contract Specialist, followed by site visits. The site visit's duration is anticipated from 1:00 pm to 5:00 pm, 17 OCTOBER 2019, and from 8:00 am to 5:00 pm, 18 OCTOBER 2019. Interested contractors shall provide the following information on the "Registration Listing" spreadsheet (attached to this notice) for representatives attending (limit 2 representative per contractor) the pre-proposal conference and site visit: Names(s), company name, email address, phone number, business size standard, and event (site visit, pre-proposal conference, or both). Interested parties must register with Ms. Lizete Greene by email at lizete.m.greene.civ@mail.mil not later than 4:00 pm Central Standard Time, 11 OCTOBER 2019. Prospective offerors are encouraged to attend both the pre-proposal conference and site visits. The site visits involve extensive walking through multiple buildings, and participants are advised to wear appropriate clothing and closed-toe shoes to be safe and comfortable. Please indicate any special needs to Ms. Lizete Greene when requesting registration to ensure proper accommodations may be arranged. It is recommended to download the draft solicitation with exhibits and attachments prior to attending the pre-proposal conference. Please submit questions regarding this solicitation in writing not later than 11 OCTOBER 2019 to Ms. Lizete Greene at lizete.m.greene.civ@mail.mil. In order to obtain a visitor's pass to WAMC, you MUST present your Driver's License, Rental Agreement, and Insurance at the Fort Bragg All American Visitor Control Center. Hours of Operation for the All American Visitor Control Center can be found at the following link: https://home.army.mil/bragg/index.php/about/visitor-information. Upon receipt of your visitor's pass, attendees must meet at the Information Desk at the All American Entrance of WAMC (instructions below) no later than 7:45 am, on Thursday, 17 OCTOBER 2019, for registration and to be escorted to the conference room by a Government Representative. The pre-proposal conference will convene in a conference room at WAMC at 8:00am, on Thursday, 17 OCTOBER 2019. Instructions to WAMC: Upon receipt of your visitor's pass, proceed to the gate. Go straight on All American Freeway through two red lights and at the third red light turn right into WAMC, which will take you to the All American Entrance. Visitor parking is clearly marked. Proceed to the All American Entrance where you will meet a Government representative at the information desk. You will then be escorted to the conference room. If traveling from Interstate 95, take Exit 58, 295 to Fort Bragg, which will take to you to All American Entrance.
