- Description
- Blank DD Form 2345 Instructions for completing DD Form 2345 Training for control of Technical Data Construct a SCI Mission Command, University Registrar, Force Modernization and Proponentcy Facility. Project includes a standard design secret level Automation- Aided Instructional area consisting of classrooms, instructional labs, instructor offices, conference/counseling rooms, administrative spaces, separate student and staff break areas, student records storage, central storage, and computer maintenance area. Project also includes a standard design secret level Command and Control Facility area containing one (1) Signal School Commandant (Brigadier General) Office Suite and administrative area, and one (1) Commanding General (Major General) Office Suite and secret level General Purpose Administrative area. This project will be an approximately 139,392 Square foot new construction build. All construction workers will be vetted through installation security. Provide loading/service areas, secure information systems, and fire detection, protection and alarm systems. Provide Intrusion Detection System (IDS) and Closed Circuit TV (CCTV) installation. Provide Utility Monitoring Control Systems (UMCS) connection. Provide Cyber Security Engineering and Cyber Security Validation. Sustainability and energy enhancement measures are included. Supporting facilities include site development, utilities and connections, lighting, paving, walks, curbs and gutters, storm drainage, secure information systems, landscaping and signage. The plans and specifications have requirements that call for compliance with FAR 52.204-2 Security Requirements in addition to compliance with (1) Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DoD 5220.22-M), and (2) any revisions to DoD 5220.22-M. For this reason, this Sources Sought REQUIRES respondents to complete the following: 1. Submit a capability statement which includes projects at least 60% complete with a magnitude $40-120M where you have acted as the Prime Contractor, completing work similar in scope to the above and in project value. Inclue if there were multiple projects taking place in the immediate area. Also if there were multiple mitigating factors to deal with such as dealing with utilies that were connected to multiple other buildings in addition to needing to hook up to the current project. 2. Include if you have completed any projects that included work on a SCIF or any Secret or Top Secret rooms. Advise if you have a team that includes personnel who have a current clearance level and what position that have on your team. 3. You shall complete the JCP Certification process. Please start immediately! This process can take several weeks so you should follow up and ensure if any further information is needed or is in error it can be adjusted. All instructions, DD2345 Instructions and a blank DD2345. Please note, only those vetted through this process will be allowed to compete on this project. This process is a part of FBO and the project will be competed via FBO. I encourage everyone to become familiar with this process if you are not already. If you have questions please advise.
