- BAA-NOAA-LEO-2019 GEO Attachment 3 GEO Attachment 2 GEO Attachment 1 BAA-NOAA-GEO-2019 Two Broad Agency Announcements (BAA) are posted in accordance with Federal Acquisition Regulation (FAR) Subpart 35.016. The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental and Satellite, Data, and Information Service (NESDIS), Office of Systems Architecture and Advanced Planning (OSAAP) is requesting for submission of white papers: 1) To conduct studies of instrument concepts and integrated mission concepts in support of needs for regional real-time weather data and space weather data collection as part of a Geostationary, Highly Elliptical, and Lagrange Orbit Concept Exploration. 2) To conduct studies of instrument concepts and/or integrated mission concepts in support of needs for non-real time global sounding weather data to support the needs of the space based environmental monitoring community; in particular, National Weather Service Numerical Weather Prediction (NWS NWP) systems. An Industry Day will be held on October 17, 2019 to allow for industry engagement with the Government on these requirements. It is required that all industry partners pre-register for this event. Industry should consider submitting questions on the BAAs in advance of Industry Day to ensure that a thorough response to these inquiries is incorporated in the presentations and question response sessions. All questions shall be submitted NO LATER THAN October 15, 2019 at 12PM to the Contracting Officer, David Marks, at david.marks@noaa.gov. Remote access capabilities will be available for those unable to attend the event in person. Upon registration for the event, attendees will have the opportunity to register for a 1-on-1 Question and Answer breakout session with Government representatives. The purpose of these 1-on-1 sessions is to give industry partners the opportunity to ask Government representatives questions that may reveal information that is sensitive in nature pertaining to their approach.
