8 Page 8 of 8 1. Introduction: A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. B. TIERED EVALUATIONS INCLUDING SMALL BUSINESS CONCERNS: This solicitation is being issued as a tiered evaluation for SDVOSB concerns, or in the alternative, a tiered evaluation for VOSB concerns, or in the alternative, a set-aside for other small business concerns with HUBZone small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited. Evaluate the offers, if any, submitted by SDVOSB concerns. If no offers were submitted by SDVOSB concerns, or if none of the offers would result in award at a fair and reasonable price that offers best value to the United States, withdraw the SDVOSB set-aside, document the basis for not making an award within this tier as prescribed in subsection (f) below, and proceed to the set-aside for VOSB concerns. E valuate the offers, if any, submitted by VOSB concerns. If no offers were submitted by VOSB concerns, or if none of the offers would result in award at a fair and reasonable price that offers best value to the United States, withdraw the VOSB set-aside, document the basis for not making an award within this tier prescribed in subsection (f) below, and proceed to the set-aside for other small business concerns set forth in each subsequent tier. Evaluate the offers, if any, submitted by other small business concerns. If no offers were submitted by other small business concerns, or if none of the offers would result in award at a fair and reasonable price that offers best value to the United States, cancel the solicitation, document in a memorandum for record the basis for cancelation, and resolicit as an unrestricted procurement. C. The applicable NAICS code is 561730 and the Small Business Size Standard is $8M D. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2019-02. The full text of the provisions and clauses can be obtained from the following websites: http://www.acquisition.gov/far/index.html and http://www.va.gov/oal/library/vaar/. E. If you are claiming Service Disabled Veteran Owned Small Business or Veteran Owned Small Business status you must be registered in the Veteran Information Pages (VIP) https://www.vip.vetbiz.va.gov/ F. To be eligible for award of a contract, vendor must be actively registered in the SAM database (https://www.sam.gov). Vendor is also required to complete representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. 2. Responding to this solicitation. Offeror must submit its offer via Email to RANDALL.BROWN@VA.GOV. Offeror must provide the following information with its offer: A. Legal entity name, address, DUNS of your company; B. Information that demonstrates your company s technical capability and experience: (1) Landscaping Experience: proof of experience as the prime contractor for at least 2 separate contracts. (2) Ability to perform in accordance with the Scope of Work, attached. C. Completed Price Schedule for base plus 4 options. 3. Date & time offers are due: Oct 18, 2019 at 12:00 PM EDT. 4. Evaluation-Commercial Items. A single award will be made to the responsible offeror who submits an acceptable offer, as determined by a technical evaluation, and has the overall best value for satisfactory completion of all contract requirements. Technical will be rated as Acceptable/Unacceptable. The acceptable offer with the best overall value will be deemed the most advantageous to the Government. Past Performance will be rated as Acceptable/Neutral/Unacceptable. Past performance information will be obtained from various data sources (e.g., Past Performance Questionnaires from offeror s references, PPIRS, offeror-provided information). The apparent successful offeror s past performance will be evaluated as part of the Contractor Responsibility Determination to ensure the presence of an acceptable performance record in accordance with FAR 9.104-1. If offeror has no relevant past performance, it will not be evaluated favorably or unfavorably on past performance. No adjectival ratings will be used to evaluate price. Proposed prices will be evaluated for fair and reasonableness using the price analysis techniques listed in FAR 13.106-3. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). 5. Description of Work: landscape maintenance work for grounds located at 1 Medical Center Drive, Clarksburg, WV 26301. WORK TO BE PERFORMED: Statement of Work for Landscape Maintenance Services Louis A Johnson VA Medical Center The Louis A. Johnson VA Medical Center, Clarksburg WV is soliciting bids for landscape maintenance work for grounds located at 1 Medical Center Drive, Clarksburg, WV 26301. Scope of Work Contractor shall visit the site every 2 weeks at a minimum. During visit, Contractor shall: Mow lawn; Perform edging of all sidewalks, driveways and curbs; Perform trimming of grass around all trees, shrubs, buildings, poles, etc. to height of adjacent mowed lawn; Remove debris, including trash, cigarette butts, leaves and limbs to include all VA owned parking lots/structures; Remove weeds and apply weed killer as needed. Contractor shall check in with Facilities upon arrival on site to request access to fenced in areas. Contractor shall prune all shrubs, vines, bushes and trees once per month to: Direct and encourage plant growth in desired direction; Remove dead and unsightly growth; Maintain a neat and attractive appearance. Contractor shall repair minor damages and bare spots to lawn as needed. Contractor shall remove fallen leaves. Contractor is responsible for providing all equipment and fuels needed to complete the work. Project Requirements Working hours are Monday through Friday 08:00 to 16:30, except U.S. holidays. Prior approval from Contracting Officers Representative (COR) will be required if work is to be done outside this timeframe. COR reserves the right to change service schedule as needed. Contractor shall include all planning, administration, and management necessary to assure that all services comply with the contract, the COR schedules and instructions, and all applicable laws and regulations. Contractor shall be responsible for meeting all standards of performance identified in the contract and to perform all support functions such as supply, subcontracting, quality control, financial oversight, and maintenance of complete records and files. Contractor shall designate a representative who shall be responsible for supervision of all work that is a part of this contract. Contractor representative shall be the point of contact with the COR. Contractor shall be responsible for all quality control and for accidental or incidental damage caused during the work. Contractor is responsible for any sub-contractors actions and payments. Contractor is not allowed to store equipment and/or materials on site. All products shall be used according to manufacturers specifications and recommendations. Contractor Call Back: Contractor shall respond to call-out for additional leaf-removal and weed eating. Response time will be within 2 business days of the call during normal business hours. Cleaning Contractor is responsible for the removal of all materials and debris from the premises utilizing Contractor s waste bin. Use of owner s waste bins or dumpster is prohibited. Qualifications Contractor shall be a trained professional. Contractor shall submit information on company including experience and two references. Payments Terms of payment are net 30 days. Contractors are expected to attend pre-bid meeting to review all properties. PERIOD OF PERFORMANCE: The period of service for the base year - Line Item 0001 of this contract shall commence on the date of award and continue for twelve (12) months, unless terminated earlier pursuant to the terms of this contract. This contract also includes four (4) additional twelve (12) month option periods to extend the contract if exercised by the Government.
