- This special notice is a synopsis, IAW FAR 5.203(a), and constitutes the National Geospatial-Intelligence Agency's (NGA) notice to industry of NGA's intent to sole source a firm-fixed price contract to Compusult Limited (40 Bannister Street, Mount Pearl, Newfoundland, Canada) for the continuation of services to support the International Geospatial Warehouse (IGW) system. The IGW system is a flexible, well-defined access point for the co-production portal of attributed, tactical level, geospatial feature data and is a secure web site that hosts Unclassified//Limited Distribution (U//LIMDIS) and Unclassified//For Official Use Only (U//FOUO) High-Resolution Vector Data (HRVD) from 30+ partners, hosted on the AWS cloud. The anticipated period of performance is one year with four one-year option periods. NGA already posted a sources sought/request for information (RFI) notice on Federal Business Opportunities (reference: HM0476IGW3) on 28 June 2019 requesting white papers (capability statements) for this support (IAW FAR 5.207(c)(16)(ii) and PGI 206.302-1(d)) to be submitted by 31 July 2019 (over 30 days) and received responses from a number of interested parties. The Government has since finalized its review and analysis of all responses received. The results of the review have led NGA, a DoD agency, to the intent to solicit and negotiate with only one source (Compusult Limited) under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Given this requirement is a follow-on for the continued provision of highly specialized services, the results of the sources sought/RFI responses received support that it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition this effort (FAR 6.302-1(a)(2)(iii)(A)). The resultant solicitation will not be posted; however, any firm that wishes to assert its ability to meet the requirement without substantial duplication of cost to the Government may email written notification to the Contracting Officer within 15 business days of publication of this announcement. Should a firm choose to respond, the response shall include supporting evidence and not exceed three pages--the Government is not seeking white papers or capability statements. Responses received will be reviewed by the Government; however, a determination by the Government to compete the proposed procurement based on any challenges to this notice is not guaranteed and is solely within the Government's discretion.
