Description
DRAFT PWS Sources Sought THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for quotes and no contract or purchase order will be awarded from this notice. Military Sealift Command (MSC) has a requirement for a Contractor to provide an effective, accessible, responsive and high-quality training program to maintain and increase the professional knowledge and skills of civil-service merchant mariners. The Contractor will provide educational support services for the professional development of up to 700 Civil Service Mariners (CIVMARS) and other merchant mariners, as designated, both afloat and ashore. The Contractor shall provide educational and related services, including course instruction and administration, and curricula design, development, and modification. The Contractor shall provide the personnel, organization, and administrative control necessary to ensure that the services performed meet all requirements specified. A DRAFT Performance Work Statement is provided detailing the specific tasks. Place of Performance: MSC has fully outfitted classroom/instructor office space allocated for logistics and food service training within the MSC organization or through a Memorandum of Agreement (MOA). The Government will provide these facilities for the classroom/hands-on training identified above. The facility will be determined by the type of training being provided and will correspond to one of the following locations: • MSC Training Classroom & Office Space, Building SP312, Norfolk, VA • MSC Training Classroom, Building 215 Pt Loma, San Diego, CA • Navy Food Management Team Facility, Building W143/6, Naval Base, Norfolk, VA • Onboard MSC CIVMAR-operated vessels (at port and underway) Period of Performance: Base Period: 01 October 2020-30 September 2021One (1) Year Option Period One: 01 October 2021-30 September 2022One (1) Year Option Period Two:01 October 2022-30 September 2023One (1) Year Option Period Three:01 October 2023-30 September 2024One (1) Year Option Period Four:01 October 2024-30 September 2025One (1) Year All Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract no later than 25 September 2020. The appropriate NAICS Code is 611519. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. This is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought. It is requested that interested small businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, as a minimum the following: (1) Company Profile to include employee size standard, DUNS number, CAGE code and a statement regarding small business designation and status; (2) The facility where the work will be performed; (3) Partnership agreements with any large businesses. RESPONSES ARE DUE on Monday, October 21, 2019 by 5:00 PM Eastern Standard Time.
