- Wage Determination FBOP Subcontracting Plan Local Area Concerns RRC Certification Compliance Compliance Matrix Service Contract Business Management Questionnaire Sample Bank Notification Sample Client Notification Sample Community Notification Environmental Checklist Performance Summary Table Statement of Work April 2017 Revision 1- April 2019 Solicitation RFP Document -SF 33 Proposal Cover Letter Solicitation Cover Letter The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements) for male and female Federal offenders held under the authority of United States Statutes located within the boundaries of Eastern Counties, South Dakota. Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, "Residential Reentry Center, and Revised April 2019" (see attached). Home Confinement services (for home confinement placements) are specifically defined in chapter 10, Programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for Line Items 1 and 2. For the Home Confinement requirement for home confinement placements, male and female quantities are combined for an estimated number of inmate days. For Line Item 1, the guaranteed minimum quantities and estimated maximum quantities for the RRC services for the in-house RRC beds requirement are as follows: •Base Year: The guaranteed minimum number of inmate days is 4,745 (10 males and 3 female) withan estimated maximum number of inmate days of 18,250 (40 males and 10 females); •Option Year 1: The estimated maximum number of inmate days is 14,600 (40 males and 10females); •Option Year 2: The estimated maximum number of inmate days is 14,600 (40 males and 10females); •Option Year 3: The estimated maximum number of inmate days is 18,300 (40 males and 10females); •Option Year 4: The estimated maximum number of inmate days is 18,250 (40 males and 10 females); For Line Item 2, the guaranteed minimum quantities and estimated maximum quantities for the home confinement services for the home confinement placement requirement are as follows: •Base Year: The guaranteed minimum number of home confinement placements is 1,825 (5placements onto home confinement) with an estimated maximum number of home confinementplacements of 6,935 (19 placements onto home confinement); •Option Year 1: The estimated maximum number of home confinement placements is 6,935 (19placements onto home confinement); •Option Year 2: The estimated maximum number of home confinement placements is 6,935 (19placements onto home confinement); •Option Year 3: The estimated maximum number of home confinement placements is 6,954 (19placements onto home confinement); •Option Year 4: The estimated maximum number of home confinement placements is 6,935 (19placements onto home confinement); 15BRRC19R00000226 will be available on or about September 27, 2019 and it will be distributed solely through the General Services Administration’s Federal Business Opportunities (FBO) website http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. Future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. It is the intent of the Government to award all line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government. The estimated closing date of 15BRRC19R00000226 will be on or about December 03, 2019. The counties are the following: Hughes, Lyman, Tripp, Buffalo, Brule, Beadle, Jerauld, Aurora, Sanborn, Davison, Kingsbury, Miner, Hanson, Brookings, Lake, McCook, Moody, or Minnehaha.
