Description
NAVAL INFORMATION WARFARE SYSTEMS COMMAND (NAVWAR), on behalf of the Program Executive Office Tactical Aircraft Programs (PEO(T)) and the Multifunctional Information Distribution System (MIDS) Program Office (MPO), intends to award sole source modification to contract N00039-15-D-0043 Viasat, Inc. (6155 El Camino Real, Carlsbad, CA 92009) to produce and estimated quantity of 300 MIDS Low Volume Terminal (LVT) Crypto Module (LCM) in support of the BU2 MIDS-Low Volume Terminal (LVT) upgrades to the base Indefinite Delivery Quantity Multiple Award Contract (MAC) under the authority of 10 U.S.C. 2304 (c)(1) and in accordance with FAR 6.302-1, Only One Responsible. A Justification and Approval (J&A) is expected to be approved and posted to e-commerce, as required by AT&L memorandum Public Disclosure of Justification and Approval Documents for Noncompetitive Contracts dated 13 February 2009. The ordering period will coincide with the remaining ordering period for the Basic IDIQ MAC N00039-15-D-0043, which was extended from five (5) to ten (10) years through 25 June 2025. The contract modification will add ceiling and new Contract Line Item Numbers (CLINs) for LCM procurement. LCM development and production was originally awarded to Viasat on Contract N00039-10-D-0032 as part of a limited competition between the two MIDS LVT vendors, DLS and Viasat, for a modernized crypto solution. Viasat is the sole vendor of the LCM and has been producing them since 2011 under contract N00039-10-D-0032. It is likely that award to a source other than the Viasat would result in substantial duplication of cost to the United States for design, development and qualification of a new crypto module. In addition, award to another source other than Viasat would result in delays in crypto modernization activities for US and partner nations. The cost associated with development and qualification of a new source is not expected to be recovered through competition and is not planned in the program budget.
