Description
INU TEQ, LLC has a requirement for an upgrade to a System Switch Digital Differential, part no. S2560FX-33-1A, Adapter Panel-Active Digital, part no. AP32BTI-076, Adapter Panel Active Digital, part no. AP32BTO-0D6 AND Adapter Panel Passive, part no. AP32R2-006. INU TEQ intends to purchase the items from Universal Switching Corporation, 7671 N. San Fernando Road, Burbank, California 91505. Procurement falls under FAR6.302-1(a)(2)(ii). This is a follow on procurement upgrading existing property. The hardware infrastructure dictates the same form-factor and proprietary modules and components specific to this supplier. Other similar equipment does not have the same interfaces and capabilities with what is already installed and in use. The specifications of similar equipment have been examined but do not measure up to Universal Switching features, capabilities, and technical support. This purchase will allow for an additional Universal Switching Corp. Switch matrix device with the current system located at NASA AFRC. This switch is an enhancement to an existing System. All other components shall remain as Universal Switching Corp. Switch for interface and control reasons. Any other switch will have to utilize or accept control by Universal Switching systems proprietary GUI (Route Ware Pro) or NASA create GUI software. Any other solution would require the rewrite of existing control software (maintain commonality) and would be an unacceptable cost to the Government and require unreasonable lead time with completely new documentation rewrite and engineering plan. A common set of spare parts already exist for system maintenance, such as front panel keyboard, processors and power supplies. With this procurement system commonality will also allow existing personnel labor. The primal goal is common and familiar equipment. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on October 17, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
