GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. The INL section at U.S. Embassy Bogota, established in 1985, is among the largest and most complex INL offices in the world. INL Bogota is charged with developing strategies and programs to achieve foreign policy objectives in the areas of international narcotics control, law enforcement, and justice. Statement of Availability: This Personal Services Contractor (PSC) will focus on advising the Colombian government on improving the efficiency and effectiveness of its program to increase its eradication efforts as part of the Colombian government's integrated eradication strategy. In the event the Colombian government resumes aerial spray, this PSC will advise on the planning and implementation of a Colombian-led aerial eradication program. The Advisor will support the U.S. Embassy/INL Section in Bogota, Colombia; the actual workplace is located at the Colombian National Police (CNP) Guaymaral Air Base in northern Bogota. The goal of the INL counternarcotics (CN) program is to build Colombian capacity to curtail the supply of illegal drugs from Colombia to the United States through the eradication of illicit coca crops, interdiction of refining laboratories and trafficking activities, dismantling of criminal organizations, expansion of police presence in rural areas, and related law enforcement and military operations. The PSC will oversee INL Police Aviation Program's (INL-ARAVI) capacity building activities in support of the Government of Colombia's integrated coca crop eradication strategy, including a possible aerial eradication program. The INL-ARAVI fleet consists of 56 USG-supported rotary-wing and fixed-wing aircraft. The position will assist in providing program oversight of the INL aviation support contract. The ARAVI Eradication Advisor will oversee the development and implementation of contingency planning and all program requirements to include training, logistics, safety, maintenance, and standardization. The advisor will provide staffing recommendations and serve as the primary advisor to the Senior Aviation Advisor (SAA) and ARAVI Program Manager related to increased aviation support for eradication. DUTIES AND RESPONSIBILITIES Under the direct supervision of the INL Bogota Police Aviation Division Chief or his/her designee, in close coordination with the INL Bogota Eradication Program Manager and staff and the INL Bogota Senior Aviation Advisor, the ARAVI Eradication Advisor will perform the following duties: 1.Lead a team of Third Party Contractors with the goal of building CNP planning capabilities related to increased aviation support for eradication, including aerial spray of coca crops. 2.Oversee third party contractor staff and budget development related to increased aviation support for eradication, including aerial spray of coca crops. 3.Build the capacity of the CNP to employ aviation tactics, techniques, and procedures for use in the eradication of illicit crops in a high threat environment. 4.Perform oversight and evaluation of contractor operations at various locations and submit weekly written reports on contractor performance. This oversight includes, reviewing and recommending approval of waivers to published directives, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency, as well as other similar contract oversight responsibilities related to this SOW. 5.Oversee the development of the CNP's capacity to design, coordinate, organize, and implement comprehensive operational systems and procedures for increased aviation support for eradication, including aerial spray of coca crops. These operational systems and procedures include, the ARAVI Aircrew Training Program, Department of State Aviation Program Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Standard Operating Procedures for counternarcotics operations in Colombia, deployment operations procedures, and armed helicopter escort tactics/rules of engagement/aerial gunnery. 6.Develop the capability of the CNP and other Colombian forces to direct and coordinate aircraft and personnel deployments within Colombia for the purpose of destroying illegal narcotics crops. Capabilities will focus on increased aviation support for intercepting illegal drug shipments through aerial interdiction, providing CNP Eradication Unit related aviation training, and supporting INL's overall nationalization program. 7.Coordinate with U.S. Department of Defense, Department of State, Drug Enforcement Administration, Department of Homeland Security, other federal agencies, and host nation law enforcement agencies for the purpose of destroying illegal narcotics crops through increased aviation support for eradication, including aerial spray of coca crops. 8.Supervise subordinate staff within the ARAVI Eradication section. The Advisor plans work, sets or negotiates deadlines and completion dates, and reviews and accepts or rejects final work. He/she assigns work based on work priorities, the difficulty of the assignments, and the capabilities of the employees. He/she gives advice and instruction to employees on both work and administrative matters. In the context of increased aviation support for eradication, he/she also identifies developmental and training needs, finds ways to improve the quality of work, and develops overall performance standards for contractor personnel and the CNP involved with the program. 9.Promote cooperation between the Ministry of Defense, Colombian Armed Forces, and the CNP to execute increased eradication operations, including aerial spray of coca crops, and improve inter-service coordination of eradication campaigns. 10.Coordinate with the CNP, particularly with the Sistema Integrado Información de Monitoreo Antinarcoticos (SIIMA) and the Counternarcotics Operations Center (COPAN), and the Colombian military on communications and intelligence systems to provide enhanced operational effectiveness and warning of hostile actions. 11.Serve as the Contracting Officer's Representative. Draft, review, clear purchase requests, source origin waivers, sole source justifications and statements of work. Serve as representative of USG multi-agency efforts to address integrated strategies and policy input for procurement of technical and non-technical commodities and services. 12.Participate, as directed, in INL Bogota's End-Use Monitoring program for assets and supplies provided by the USG to GOC counter-narcotics forces. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS U.S. Embassy - Bogota, Colombia. Regular travel to rural areas, small towns, and occasionally to large cities throughout Colombia is a requirement of this position. Many of these areas in Colombia are conflict zones where insurgent groups are based, criminal organizations operate, and crime is generally high. In addition, many of these areas in Colombia are tropical, with high temperatures, high humidity, tropical insects and diseases, and minimal infrastructure. RELATIONSHIPS Contacts include senior officials throughout the U.S. Embassy in Bogota and in the Department of State's Bureau of International Narcotics and Law Enforcement (INL), senior contractor employees, and leaders of other U.S. Government federal agencies, the U.S. Department of Defense, the Colombian military, and CNP. Advisor is required to provide dignified representation of USG interests in an international setting, diplomatically present conflicting ideas to potentially hostile audiences, and adhere to host nation customs and protocols as required to maintain a close working relationship with host nation civilian, police, and military personnel and leadership. INL Bogota Police Aviation Division Chief will provide yearly performance reviews to the Contracting Officer in Washington, D.C. to contribute to the incumbent's official yearly review. COMPLEXITY Assignments for the ARAVI Eradication Advisor include the ability to build CNP capability and provide analysis of all facets of aviation operations management of a fleet of fixed wing and rotary wing (tactical and transport) aircraft, which function within an integrated program of diverse counternarcotics missions. These missions include additional aviation support for eradication, forward area aerial re-supply/ replenishment/sustainment activities, and CNP aviation training. The Advisor must apply specialized and professional knowledge to advise flight standardization of additional aviation support for eradication to CNP Aviation Unit aircrews operating in Colombia at fixed base and multiple mobile forward operating locations. The Advisor oversees multi-national/multi-cultural staff members and maintenance training programs, plans, policies, and procedures for the program. He/she coordinates recommendations from staff officers and consults with the Senior Aviation Advisor and the INL ARAVI Program Manager regarding ongoing projects. He/she provides guidance related to increased aviation support for eradication, to pilots, the contractor, and CNP ARAVI operations personnel. The Advisor provides aviation and ground safety management and advice to U.S. Government and contractor safety program personnel operating in Bogota and at multiple forward operating locations in Colombia. The Advisor coordinates recommendations from staff officers, consults with the Senior Aviation Advisor regarding ongoing projects, and provides program guidance to INL ARAVI, CNP ARAVI, and contractor personnel. The Advisor performs continuous analysis of ongoing programs to determine the requirement for new procedures and policies that will improve the efficiency, effectiveness, and flight safety of aviation operations in support of the counternarcotics mission. The scope and depth of studies/audits to be undertaken will vary with little predictability. The Advisor is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as ensuring compliance with legislative and policy intent and translating same into program actions. SCOPE AND EFFECTIVENESS The primary purpose of this Personal Services Contract is to build the capacity of the CNP and other Colombian forces to provide additional aviation support to eradication, including aerial spray of coca crops. In addition, the incumbent will assist the Senior Aviation Advisor and the INL ARAVI Program Manager in the overall management of the daily functions of increased aviation support and capacity building for eradication, including aerial spray of coca crops. The Advisor provides U.S. Government oversight and end use monitoring of contractor and CNP operations in support of the aviation related eradication missions in Colombia. MINIMUM QUALIFICATIONS 1.U.S. citizenship with the ability to obtain and maintain Department of State Secret level security and Medical clearances. Department of State Ethics clearance (if applicable). 2.A minimum five (5) years of experience working in Latin America with a partner government in an aviation operations and capacity building position. 3.Bachelor's Degree from an accredited institution in aviation operations; or, a.An Associate's degree with five (5) years of experience related to this SOW; or, b.A minimum of ten (10) years of related experience in military aviation or agriculture spray operations with emphasis in management or training and standardization. 4.Graduate of a military or equivalent aviation-training program as a helicopter pilot. 5.Demonstrated knowledge of aerial application of herbicides as well as tactics, techniques, and procedures for using air assets in a high threat environment. 6.Demonstrated knowledge about platforms used for application of herbicide and the spray systems utilized using aircraft. Basic knowledge about Geographic Information Systems used in the conduct of aerial application of herbicides such as ARC-GIS, Falcon View, Del Norte, or equivalent systems. 7.Demonstrated knowledge of aviation aircrew training and standardization programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 8.Demonstrated knowledge of U.S. Federal Aviation Administration regulations, including FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. 9.Demonstrated knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations, and techniques of employment of aircraft used by an aerial eradication program. Experience as an aircraft operations officer/manager in a military or civilian organization involved in the training and standardization of rotary wing pilots, and the tactical employment of aircraft in a high threat environment, 10.Demonstrated knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight-training activities. Should have knowledge of command communications, government intelligence procedures, and Department of State flight operations procedures. 11.Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency Test (DLPT) level 3/3 is required. EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Offerors should cite specific, illustrative examples for each factor. Factor 1:Contract Oversight and Standards(20 Points) Demonstrated experience building the aviation capability of a partner nation. Ability to perform oversight and evaluation of contractor operations, to include reviewing and recommending approval of waivers to published directives, authorizing use of aircraft, reviewing flight operations procedures, and monitoring contractor pilot proficiency. Ability to coordinate with USG representatives and provide oversight of contractor personnel. Factor 2:Operations and Tactics(25 points) Demonstrated ability to develop the capability of CNP Aviation Unit staff officers to carry out proper planning for increased aviation support for eradication and possible resumption of an aerial eradication program. Experience cultivating networks of government officials and NGOs in context of program implementation. Experience providing guidance regarding aerial application of herbicide in a high threat environment. Knowledge of how to develop and implement tactics, techniques, procedures, and new training procedures to enhance the counter-narcotics mission. Demonstrated experience developing armed helicopter escort tactics/rules of engagement/aerial gunnery in support of the counter-narcotics mission. Additional fixed wing pilot qualification preferred. Factor 3:Policies and Procedures(25 points) Demonstrated ability to develop partner nation capabilities to deploy personnel for the purpose of destroying illegal narcotics crops through increased aviation support for eradication and possible aerial eradication. Experience coordinating joint operations and training for partner nation aviation. Ability to build the capacity of a partner nation to develop, coordinate, organize, and implement comprehensive operational systems and procedures, including the Aircrew Training Program, Aviation Operations Directives, Aircrew Training Manuals, Standard Operating Procedures, and Deployment Operations procedures in support of CNP operations. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards.
