Description
SOURCES SOUGHT/REQUEST FOR INFORMATION The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Test Center (AFTC), is currently conducting market research seeking capabilities statement from potential sources, including small businesses (SB), 8(a), HUBZone, Economically Disadvantaged Woman-Owned (EDWOSB), Woman-Owned (WOSB), Service Disabled Veteran Owned (SDVOSB) small businesses that are capable of providing the requirement described below: This requirement is for a commercial, 53 foot enclosed trailer divided into three sections, to be utilized for testing activities to be towed across the continental United States. This requirement is for the Trailer ONLY. •Using a standard 53 foot cargo semitrailer the design shall modified to: •Have air ride suspension •Meet Department of Transportation (DOT) standards/requirement for the lower 48 states while traversing finished and unfinished roads at typical highway speeds. •Be capable of setup on unimproved surface with independently operated integrated powered leveling jacks with bulb level indicators near each jack. •Shall be configured with computer flooring and drop ceiling. •8 heavy-duty chassis tie-in points for anchoring van during severe weather conditions or shipping. •Have slide out sides installed into the trailer to provide at least 1000 square feet of interior lab workspace. •Have as many underbelly weather sealed storage boxes (36"x 24) that will fit. The boxes should fit the full width of the trailer when configured for transport. The storage boxes shall be designed so the interior can be accessed from both ends (curbside and roadside) through with locking hatches. •Have at least two configurable I/O two panels installed on the outside of the trailer providing internal cable access to the trailer. oThe panels shall be designed so that they may secured with a lock. •Have two (2) access points to the trailer interior. oPersonnel door Shall have a tempered glass window oCargo/Personnel door. A powered lift shall be installed at the cargo door for loading of military hardware/electronics oBoth access points must have personnel landings, stairs and handrails that are easily assembled, disassembled and stored with a two-person team for transportation. •The interior workspace shall consist of 2 rooms (Lab and Communal/Utility) oA Lab Area shall be established in the trailer slide outs oCommunal/Utility Room shall: Be located in the front of the trailer interior Be separated from the Lab Area with a wall and door Be equipped with refrigerator coffee maker and microwave Be equipped with a counter top that stretches the full width of the interior space. Have storage cabinets installed above and below counter top. oAll interior walls shall: Be carpeted for noise reduction. Be insulated to have a R-rating of 20 or more •Lighting oExterior trailer lighting shall have: Four weatherproofed floodlights shall be installed at the top of the trailers corners (front and back) that shall be facing out on road and curbside. Exterior light installed to illuminate the landings at each entry point. Light switches that are: •Located at the two entry points inside the trailer •Ganged together to allow control of all of the lights from either entry point. oInterior Lighting: Lab Area shall have: •6 sets of quad (size) Florescent Lights sets capable of dimming. •Installation that equally separates the light sets throughout the lab area. •Light switches (2 sets): oLocated on front and back walls oWired (ganged) to allow control from either location Communal/Utility Area shall have: •2 sets of standard office quad tube (size) florescent Lights that is capable of dimming. •Installation that equally separates the light sets throughout the area. •Dimmer light Switch •Exterior Roof Access shall have: •A personnel ladder designed for safe personnel access. •Reinforced walk path to prevent damage to roof when walking to the instrumentation platform •Safety railings configuration oRemovable oTwo personnel Install/Teardown capable •Collapsible antenna mast •Electrostatic Discharge (ESD) certification •The trailer must built so that it can be certified at the first level of ESD which requires oESD Flooring oGrounding bars oInternal/External grounding access •Power •208 volt, 3 phase shall: oBe shore power/external generator capable oHave 200 Watt service drop power panel oHave a positive controlled power phase meter that shall enable power up only if correct 3-phase power connection when verified automatically. oPower conditioning The power shall also be routed through a power conditioner unit. The unit shall provide 25KVA service with shielded isolation transformer and output transient voltage surge suppression. •Power outlets oInternally shall have Lab Area: 10 Quad outlets on each side Communal/Utility Area: 3 Quad Each workstation shall be equipped with its separate UPS oExternally shall have:  4 weatherproofed dual outlets on the bottom of the trailer below each flood light •Environmental management requirements •Lab environmental system management shall: oProvide heating, ventilation, and air conditioning (HVAC) (to include dehumidifier) oProvide Controls that allow management in both the personnel and communal/utility areas: Provide standard semi-trailer Heating, Ventilation, and Air Conditioning (HVAC) system with include marine coating to prevent salt spray accumulation on the condensing coils. The Lab Area: •Shall have two controllers (forward and AFT) that can independently maintain their environment locations. Communal/Utility Area •Shall have a controller that can independently maintain that environment. •Aircraft/ Weapons Systems Cooling system shall be designed to oProvide a closed forced air system (additional cooling required remove residual instrumentation heat) via ductwork from a separate HVAC system to the center of the lab area workbench. oProvide dedicated controls to cool or heat the aircraft/weapons sub systems under test. (Post testing, heating is required to raise the hardware to a temperature above the dew point to prevent condensation build-up) oProvide future expansion capability to access external cooling capacity. (There are two types of cooling systems required; high capacity HVAC and aircraft Polyalphaolefin (PAO) systems. Install flat panel access from the exterior to interior that can be adapted to duct in additional capacity from an external sources. Internal to the Trailer for: •The HVAC system, pre-install the required ducting/controls that can be interface with the trailers closed force air system. •For the PAO system, pre-install piping/controls that can interface with the lab PAO system. Proposals are not being requested or accepted at this time. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation (Request for Proposal) exists at this time; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. The NAICS Code assigned to this acquisition is 333924, Industrial Truck, Tractor, Trailer and Stacker Machinery Manufacturing, with a size standard of 750 persons. Respondents should indicate their size in relation to this size standard and indicate socio-economic status (i.e. SB, 8(a), HUBZone, EDWOSB, WOSB, or SDVOSB). Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform at least 50% of the effort, as defined in FAR Clause 52.219-14. Any information submitted by respondents to this sources sought is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government's assessment of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small business, or any particular small business program. CAPABILITIES STATEMENT: All interested vendors shall submit a capabilities statement that explicitly demonstrates their capability to provide/perform the requirement stated in this notice. The capabilities statement should be brief and concise, yet clearly demonstrate an ability to meet the stated requirement. The response must not exceed 15 pages. Small businesses with only partial capabilities of this requirement are encouraged to submit their capabilities statement demonstrating the portion of the requirement they are capable of providing/performing. This information will allow the Government to identify areas of possible breakout or possible subcontracting opportunities. Responses may be submitted electronically to the following e-mail address: anthony.saporito.1@us.af.mil. Correspondence sent via email shall contain a subject line that reads "FA2823-19-Q-0060, Mobile Test Trailer." If this subject line is not included, the e-mail may not get through e-mail filters at Eglin AFB. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in.zip or.exe are not allowable and will be deleted. Ensure only.pdf,.doc,.docx,.xsls, or.xls documents are attached to your email. All other attachments may be deleted. All responsible sources may submit information that shall be considered by the agency. If late information is received, it may be considered, depending on agency time constraints. All routine communications regarding the announcement should be directed to the contractual point of contact listed in this posting. The Government may or may not use any responses to this sources sought as a basis for a subsequent project/requirement. Any project/requirement developed from the sources sought responses may be the subject of a subsequent acquisition; any such subsequent acquisition will be posted in FedBizOpps.gov separately. Responses to this sources sought will not be returned. The Government is under no obligation to acknowledge receipt of the information received, or provide feedback to the respondents with respect to any of the information submitted under this sources sought. No requests for a bid package or solicitation will be accepted; a bid package or solicitation does not exist at this time. In order to protect the integrity of any possible future acquisition, no additional information will be provided and no appointments for presentations will be made in reference to this sources sought. Only government employees will review submitted responses to this sources sought. Respondents are advised that employees of commercial firms under contract with the Government may be used to administratively process submissions and perform other administrative duties requiring access to other contractor's proprietary information. These administrative support contractors include nondisclosure agreements prohibiting their contractor employees from disclosing any information submitted by other contractors or using such information for any purpose other than that for which it was furnished.
