- Statement of Work Solicitation Number: N00173-20-RFI-EN01 Procurement Type: Sources Sought Title: Space Engineering, Software, Research and Development NAICS: 541713 - Research and Development in Nanotechnology. The applicable North American Industry Classification System Code (NAICS) for this requirement is 541712 with the size standard of 1,000 employees. Turner, Contract Specialist, erica.turner@nrl.navy.mil Contract Type: This effort will be performed on a Cost Plus Fixed Fee Competition Strategy: The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) - Only one responsible source. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Description: The purpose of this announcement is to request information from industry, academia, and other relevant parties concerning space engineering. THIS IS A REQUEST FOR INFORMATION (RFI) AND NOT A SOLICITATION This Request For Information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have currently been authorized, appropriated, or received for this effort. The information provided may be used in developing its acquisition strategy, or performance work statements, or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. Synopsis: The U.S. Department of Navy; Naval Research Laboratory Contracting Division, hereby gives notice of their intent to award sole source contract to Space Ground Systems Solutions, located at 4343 Fortune Place Suite C, Melbourne, FL 32904-1524. The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304(c) (1), Only one responsible source, as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Naval Center for Space Technology (NCST), located at the U.S. Naval Research Laboratory (NRL) in Washington, D.C. is the designated lead laboratory for the Navy space programs. NCST has the mission to "preserve and enhance a strong space technology base and provide expert capabilities in the development and acquisition of space systems which support Naval mission." NCST has the primary responsibility to develop space systems, spacecraft payloads, tactical communications, and aerospace systems, and to actively pursue emerging technologies in an effort to advance space, tactical, and aerospace system development. The NCST defines system requirements based on overall mission objectives, develops alternative system architectures, designs and develops systems and systems, and implements technologies to achieve optimize operational systems. This contract provides software engineering development, maintenance, enhancement and configuration management support for all components contained within the NeptuneTM software suite under the direction of the NRL Configuration Control Board. In addition, this contract will also supports ground station operations and spacecraft command and control at the NRL Blossom Point Tracking Facility (BPTF) and other software engineering development, maintenance, enhancement, and configuration management support to NCST.
