Rational/explanation to support cited authority: PBI products include PBI proprietary software and only PBI has the exclusive rights to modify such software as required to correct software issues. PBI is the only manufacture authorized to provide additional licenses and software/firmware updates for SendSuite Live Software, Connect+ and SendPro mail machines. Connect+ and SendPro postage meters are owned by PBI, licensed through the USPS and PBI is the only vendor authorized to provide the postage meter for your Connect+ and SendPro mail machines that can interface to the current SSL software Note that this determination satisfies the requirements of FAR 8.405-6. The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules.
