- This is a Sources Sought Notice only. The Department of Veterans Affairs (VA) is performing market research to assess the commercial marketplace for an analytics administrator for the Health Services Research and Development (HSR&D) Program Service located at the San Francisco VA Medical Center (SFVAMC), in San Francisco, CA, in strict accordance with the Statement of Work (SOW). The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses received from this notice will be used by the Government to determine the appropriate acquisition decisions. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The NAICS code 54153 is applicable to determine business size standard. The Statement of Work (SOW) is attached. Please read through the SOW before responding to this notice. If your company provides analytics administrator services to ensure the two (2) research servers (VHASFCREAP and VHASFCAPPGERHSR) are allocated optimally, accounting for the varying priorities and deadlines of each analysis, please provide the information requested below: Company Name Company Duns & Bradstreet Number Socio-economic Status (e.g. large business, small business, service-disabled veteran owned (SDVOSB), veteran owned small business (VOSB), etc.) Point of Contact with Name, Email Address, and Telephone Number ½ to 1 page description explaining your ability to provide analytics administration services based on the SOW, for the HRS&D Program Service. If you are a small business and intend to sub-contract, please indicate whether you are able to comply with FAR 52.219-14, Limitations on Subcontracting clause. If you have an existing GSA, Federal Supply Schedule, IDIQ, or National Government contract, please provide that contract information. Anticipated Performance Period: The anticipated contract Period of Performance (POP) shall be from November 1, 2019, through October 31, 2020, with options for another one (1) additional year extension period, to be exercised at the discretion of the Department of Veterans Affairs. Please provide the information to Lynnette Kawakami at Lynnette.Kawakami@va.gov no later than Monday, October 7, 2019, by 3:00 PM HST. Questions will not be answered as a result of this notice; however, it can be submitted with your reply to the questions (1-7) above. Note: The SOW is in draft form and may be change based on industry input. Do Not submit the standard Capability Narrative. Do Not submit any pricing or quotes. If you are responding as a Service-Disabled Veteran Owned (SDVOSB) or Veteran Owned Small Business (VOSB), you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov) at time of solicitation and award. All Contractors must also be registered in System for Award Management (SAM) (see internet site: http://www.sam.gov) at time of award. If you meet the requirements of this notice and SOW, and you are a SDVOSB or VOSB, please provide a copy of your VIP certification with your reply. If a solicitation is issued, it will be announced on Federal Business Opportunities (FBO.gov) website or on GSA-eBuy portal at a later date; and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
