- TAC-19-56998 ARC GIS Street Map JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY Contracting Activity: Department of Veterans Affairs (VA) Office of Procurement, Acquisition, and Logistics Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724 Description of Action: The proposed sole source action is for a 12-month firm-fixed-price task order with four 12-month option periods to purchase Environmental System Research Institute, Inc. (ESRI) Arc Geospatial Information System (GIS) Street Map Geographic Systems software licenses, annual software support and maintenance. This effort is being conducted under the authority of the Multiple Award Schedule Program; the proposed effort is expected to be awarded under General Services Administration (GSA) Contract Number: GS-35F-253CA, to ESRI, 380 New York St, Redlands, California 92373. Description of the Supplies or Services: VA, Office of Information and Technology, End Users Operations, Planning Systems Support Group (PSSG) requires the purchase of nine Geospatial Information System (GIS) Street Map Geographic Systems term software licenses, annual software support and maintenance to supplement the existing ESRI Arc GIS licenses. Maintenance includes an annual Technical Reference Model compliant upgrade. The software will provide the tools, maps and demographic data needed to analyze and understand how geography affects strategic planning business operations. Street Map Geographic Systems mapping software enables the Veterans Health Administration (VHA) to visualize data in new and different ways, unearth geographic patterns hidden in the data, and convey that information in a straightforward manner to realize the benefits of desktop mapping and spatial analysis; allowing VHA to successfully conduct market assessments and create strategic plans for each healthcare market. For the proposed action, the period of performance shall be one 12-month period. Statutory Authority: This acquisition is conducted under the authority of the Multiple-Award Schedule Program. The specific authority providing for a limited source award is Federal Acquisition Regulation (FAR) Part 8.405-6(a)(1)(i)(B), entitled Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Rationale Supporting Use of Authority Cited Above: Based on market research, as described in paragraph eight of this justification, this is a sole source solicitation. The required products can only be procured from ESRI and there are no other resellers for these brand name software licenses, annual software maintenance and support services. ESRI offers a GIS shared services platform which allows GIS products to be hosted within the VA network (on-premise). Hosting within the VA network allows the VHA Office of the Deputy Under Secretary for Health for Policy and Services (10P) to manage, enforce consistent policies across 10P offices, ensure data security, and ensure data integrity. ESRI s suite of product licenses and maintenance support provides a solution that is compatible with the existing Arc GIS software being used and with current business needs. 10P has been using ESRI s software since 2000 and as such, its utility and effectiveness has already been proven. ESRI s software is already installed and is in use within five offices in 10P and ESRI GIS shared services allow 10P users to generate both geographic interactive maps and conduct geo-spatial analytics to conduct deep analysis, data visualization and ability to share these results among 10P users. Other GIS providers on the market offer similar mapping creation capabilities but are either limited in products/services selection, have limited spatial analytic capabilities and/or are limited by a less integrated shared services platform (refer to paragraph 8 below for market research conducted). The ability to conduct geospatial analytics will enable 10P users to detect patterns, access trends and make sound decisions based on trusted data. GIS services are critical to support other 10P offices, including Policy and Planning, Informatics & Analytics, Public Health, Office of Health Information, Patient Care Services, Research & Development, Intergovernmental Affairs, and Ethics. By leveraging the existing ESRI technology already successfully employed by 10P, the Street Map software will enable consistent infrastructure for geo-spatial data development, analysis, cartographic products, and access to web services across the offices in 10P. The PSSG, through the use of ESRI GIS solution, developed a world class prototype Enrollee Drive Time Processor (EDTP) tool that is unique to ESRI Arc GIS. The EDTP tool is used to serve over 8 million enrolled Veterans and over 1100 facilities for defining optimum routes to facilities that offer the proper care. This tool uses a geocoding process to identify addresses which can then be used by ESRI s ArcGIS analysis tools for determining best routes and other pertinent information. No other vendor in the market place currently supports the level of complexity of this EDTP tool. Switching to another vendor would render ineffective the EDTP tool because it will not be interoperable with any software other than the Arc GIS StreetMap Geographic Systems software licenses. It has taken the PSSG appropriately 15 years to build this current infrastructure that is continually expanding. If a different vendor and product were chosen, VA would lose many years of embedded regional and national workflows and would have to rebuild its current infrastructure to accommodate new, non-proprietary software, which is not in the best interest of the Government. PSSG has built customized tools, scripts, and processes that if re-engineered, would have a detrimental impact to the 10P GIS program. ESRI, as owner and manufacturer, is the sole source provider the Street Map software. This sole source order is necessary to continue mission critical services for the offices under 10P. If this action is not in place by the time the current licensing contract expires, then the licensing software, maintenance, and online services for redistribution within the organization will become unavailable. Efforts to Obtain Competition: Market research was conducted, details of which are in section 8 of this justification. This effort did not yield any additional sources that can meet the Government s requirements beyond ESRI and a letter was given to the Government to confirm that ESRI is the only source of the required services. There is no competition anticipated for this acquisition. In accordance with FAR 5.301 and 8.405-6(a)(2) the award notice for this action will be synopsized on the Federal Business Opportunities website and this justification will be made publicly available within 14 days of award. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the market place that would enable future actions to be competed. Market Research: The Government s technical experts conducted market research in August of 2019 by reviewing other similar software products. Specifically, the Government s technical experts reviewed the following other similar software products such as Tableau and Maptitude. To purchase another software product would mean that current existing ARC GIS Street Map files in their original format would be inaccessible due to the ARC GIS proprietary code. ARC GIS is the only source provider that can provide access to its proprietary software products. The government also received a letter from ESRI stating that they are the sole-source provider of all ESRI enterprise agreements to federal customers for federal procurement actions. Also, PSSG has conducted ongoing market research beginning in 2011 and continuing to the present time by conducting internet queries to determine availability of the required products and support services. Market Research included companies that could provide Vector based analysis and work within Microsoft Office Products, such as ArcMap, Word, Excel, and with python scripting. No other software was found to satisfy the needs of PSSG. Additional market research was conducted in August 2019 by utilizing the NASA SEWP V GWAC Provider Lookup Tool and Market Research Tool to determine if the required brand name ESRI software and software maintenance is available from NASA SEWP V GWAC holders. The NASA SEWP tools confirmed that ESRI StreetMap Geographic Systems term software licenses, annual software support and maintenance are not available on NASA SEWP. With this information and the letter from ESRI it was determined that the Street Map licenses and Software Maintenance is available through ESRI on GSA Schedule 70. The Veteran Information Pages was also researched using North American Industry Classification system number 541519 and key words ESRI. Only two vendors were found, and neither can supply the services needed. Other Facts: None.
