Description
The Naval Air Systems Command intends to negotiate and award a sole source contract with General Electric Corporation (GE), Lynn, MA, for the production and work associated with the manufacture of T64-GE-419 engine cores. The contract will capitalize on the re-established production line at General Electric by leveraging the special tooling, support equipment, test equipment, cost reduction initiatives, test and delivery, technical data, long lead material procurement, and administrative/financial data required to build a minimum of 45, T64-GE-419 engine cores. GE has been the designer and developer of the T64 engine for the H-53 legacy helicopters, and accordingly is the only known responsible manufacturer with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. General Electric has an established supplier base and manufacturing processes, which are critical for the quality production. The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy the H-53 legacy program’s requirements. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
