- Page 2 of 3 This notification is a Sources Sought is issued by the Department of Veterans Affairs, Network Contracting Office 2, for the purpose of collecting information about the interest, capability, business size and type (SDVOSB, VOSB, WOSM, SB, Large Business, etc) for the B11/B18 Switchgear project at the Buffalo, NY VA Medical Center, 3495 Bailey Avenue, Buffalo, NY 14215. This project shall include but not be limited to the following: Provide all labor, materials, tools, equipment, and supervision necessary for: Add 4160VAC ductbank extensions Remove legacy 4160VAC ductbanks Add a utility tunnel for 4160VAC feeders Add electric manholes Reroute existing facility utility mains Remove and replace 480VAC and 208VAC ductbanks within Building 1 subbasement Lease of temporary substation and switchgear equipment for use during construction process Rerouting of 4160VAC distribution power to enable demolition and construction while maintaining facility operations Removal and replacement of 4160VAC feeders Full renovation and expansion of Building 11 including all associated sub systems (plumbing, mechanical, HVAC, insulation, electrical, etc ) Substations A, B, C, D, G, and H will be removed, replaced, relocated, and reconfigured within Building 11 Full demolition of Building 18 Full replacement of Building 9 Site restoration as required for the various work areas The magnitude of this project is between $10,000,000 and $15,000,000. The Government intends to solicit proposals, in part, on the results of this Sources Sought Notice. Responses to this Sources Sought notice must include the following information: (1) General information about your company including name, address, contact person, phone number, email address(s), DUNS number (if available) and company website, if available. (2) Type of business such as Service-Disabled Veteran Owned small business, Veteran Owned small business, 8(a), small business, Hub Zone small business, Small Disadvantaged business, large business, etc. (3) A letter from your bonding company acknowledging the following: i. The availability of bonding capacity to provide your firm with the appropriate performance and payment bonds and intent to provide said bonds upon award. (4) If set-aside, there will be a performance of work by the prime contractor of 15%. Show how your company intends to accomplish that goal. (Includes mobilization and utilization of owned or rented plant and equipment to be operated by the prime contractor s own employees; only those materials which will be both purchased and installed by the prime s own forces; labor associated with those aforementioned materials or equipment; only those supplies to directly support work performed by the contractor s own employees; and the contractor s own job overhead costs.) (5) A certification that the bidder/offeror has no more than three (3) serious, or one (1) repeat or one (1) willful OSHA or any EPA violation(s) in the past three years. (6) This project will be primarily electrical. State the qualifications of the Project Superintendent and how your firm will comply with the terms of FAR 52.236-6 Superintendence by the Contractor, to provide a competent superintendent.
