- Statement of Work IMPORTANT NOTICE: THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THE INTENT OF THIS NOTICE IS TO IDENTIFY POTENTIAL OFFERORS FOR MARKET RESEARCH PURPOSES AND DETERMINING WHETHER TO SET-ASIDE THE REQUIREMENT FOR SMALL BUSINESSES. The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to procure services related to the following: MH-60S Strip and Paint, Portable Maintenance Facility (PMF) Operation and Emergent Repair Naval Facilities Engineering Command Marianas has a requirement and is seeking interested contractors with significant experience performing MH-60S Strip and Paint as well as PMF Operation and Repair. The work will be performed aboard Andersen Air Force Base, Guam in support of Fleet Readiness Center Western Pacific (FRCWP) MH-60S Periodic Maintenance Inspection activities Duties to include all labor, personnel, tools, material, and equipment required to perform maintenance and operations; to include but not limited to: MH-60S Strip and Paint, PMF Operation and Maintenance, and PMF Emergent Repairs, all PMI work will be performed by the Government's aircraft maintenance repair and overhaul (MRO) Contractor. MH-60S Strip and Paint shall be performed in accordance with the latest version of NAVAIR's MH-60 PMI specification. b. The volume of work is expected to be from two to four MH-60S Strip and Paint events per year. Interested companies are requested to submit any questions or comments related to the requirement and to provide the following information: (1) Company name, point of contact, telephone numbers, e-mail address, company CAGE Code, and DUNS (2) Description of the company's ability to mobilize, manage and finance a contract of this size (3) Description of Government or commercial contracts for similar work (both as prime and sub-contractor) (4) Description of the company's workforce skill-sets performing similar work (5) The geographic location of the personnel who would dispatched to perform the work in Guam The solicitation number is anticipated to be N40192-20-Q-7000. The purpose of this notice is to gain knowledge of qualified and interested parties in any of the following categories: small business; U.S. Small Business (SBA) certified 8(a) business development participates; SBA certified HUBZone small business concerns; service-disabled veteran-owned small business concerns; veteran-owned small business concerns; and women-owned small business concerns. Potential sources should have current relevant qualifications, experience, personnel, security approvals, equipment, and capabilities to perform MH-60S Strip and Paint, Portable Maintenance Facility (PMF), Andersen Air Force Base (AAFB), Guam. The type of solicitation to be issued will depend upon responses to this sources sought notice. The Government will use the sources sought responses along with other market research to make various determinations regarding procurement of these services. Any resulting contract will be a Facilities Support Indefinite-Quantity contract to include Firm-Fixed-Price (FFP) and Indefinite-Delivery Indefinite-Quantity (IDIQ) provisions. The contract term will include a base period of 11 months (and one month mobilization period) beginning on or about October 2019, with four one-year option periods. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. The NAICS Code for this procurement is 488190 and the annual size standard is $ 35.0 Million. Industry will be notified of the results of this evaluation and the set-aside determination via the pre-solicitation/synopsis notice. Responses to the questions provided herein must be submitted in electronic form (Microsoft Word or Adobe PDF format) and may be attached to an email addressed to: teresita.wall@us.af.mil. Responses are limited to 5 pages in length, 5MB in size, and should only include information requested in the attached questionnaire. Do not submit brochures or other corporate marketing information. The due date for responses is 17 October 2019 at 4:00 PM Guam local time. Please identify in the subject line of your response: NAVFAC Marianas MH60 S Strip and Paint AAFB Sources Sought.
