- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to GAMMA Remote Sensing Research and Consulting AG upon the basis of the authority provided at FAR 13.501(a)(1)(i). ERDC-CRREL intends to purchase one (1) GAMMA L-Band Synthetic Aperture Radar (SAR) instrument system as follows: • One (1) GAMMA L-Band SAR hardware including four (4), dual-polarized, 33.4cm flat panel antennas, training on configuration, operation and processing, one (1) year of warranty and maintenance including parts and labor; • One (1) GAMMA Time Domain Back Project (TDBP) software (binary, supporting CPU and NVIDIA TESLA); • Transportable 12-meter rail system for deploying radar instrumentation; • Extension of hardware maintenance (parts and labor) and support a an additional year; • GAMMA ISP/DIFF/LAT (bin) and GAMMA ISP/DIFF/LAT/IPTA software; • Additional consulting/support in operating the instrument and processing the acquired data (8 hours). Gamma Remote Sensing Research and Consulting AG was identified as the only vendor capable of offering a product meeting the requisite specifications and providing the unique cutting edge sensor technology required by the Government. Individual vendors of components required for such a system do exist however, the research, development and engineering required to construct this type of system currently does not exist. The GAMMA L-Band SAR instrument is a unique and original solution for the necessary advanced radar acquisition capabilities. The associated North American Industry Classification System (NAICS) code is 334511, which has a size standard of 1,250 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 09:00 AM CST, 6 June 2019 to kim.d.roberson@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
