Tentative 2020 PHA Schedule W9124219R0002-0002 Q. Does the contractor have to comply with all applicable federal, state and local laws? A. Yes, the contractor has to apply to all applicable federal, state, and local laws. All events with the exception on Fort Bragg events are on State Land. Q. What is the minimum amount of soldiers required to schedule an event? A. 75 is the minimum number of Soldiers required to schedule an events Q. Will the Government guarantee payment for the projected amount of soldiers scheduled to attend the event? A. Yes, the Government will guarantee payment for the projected amount of soldiers scheduled to attend the event Q. 5.1.10.5. PHA labs typically include HIV, ABO, G6PD, DNA and Lipids. When is a PSA, Sickledex, Hematocrit or HGB indicated at a PHA/SRP? What is the historical frequency of any of those labs? A. PHA Labs are only HIV, ABO, G6PD, DNA and Lipids. PSA, Sickledex, Hematocrit or HGB are not required. Q. In the Q&A, the answers looks to exclude resumes from the 15 page limit (although the answers calls it "Documentation of Key Personnel"). However, the most updated solicitation at page 84 is still showing resumes in the 15 page limit. Which is correct? A. Page counts updated; see attached W9124219R00020002 Solicitation Amendment Q. 5.1.10.5. PHA labs typically include HIV, ABO, G6PD, DNA and Lipids. When is a PSA, Sickledex, Hematocrit or HGB indicated at a PHA/SRP? What is the historical frequency of any of those labs? A. AR 40-501 details the frequency of each of the above listed labs. Q. The solicitation, at both 5.1.10.3 (PHA), and 5.1.11.2 (Occ Heath) say the exact same thing regarding SPRINT: Perform audiograms in accordance with Standard Testing Procedures for Army Hearing Conservation and Hearing Readiness IAW AR 40-501 and DA-PAM 40-501. When a Comprehensive Audiology Exam identifies the Soldier as a true H3, the Contractor will perform a Speech Recognition in Noise Test (SPRINT) by a licensed audiologist. Does this apply to the technician who is not employed as a SM in their technician capacity? A. Para 5.1.11.2 has been updated to reflect Occupational Health Hearing Screening requirements. Q. With respect to the above question regarding SPRINT, in their dual status (technician and SM), isn't the SPRINT able to be done (or already has been done) during their SM PHA where an audiologist is staffed? A. Para 5.1.11.2 has been updated to reflect Occupational Health Hearing Screening requirements. Q. With respect to the above question regarding SPRINT, can the Audiologist requirement of 5.1.11.2 be eliminated to require only the audiograms identified in the Q&A be done by a CAOHC tech (110 audiograms)? A. Para 5.1.11.2 has been updated to reflect Occupational Health Hearing Screening requirements. Q. Due to the ongoing difficulty of the DOEHRS piece with training and uploading limited to military or DoD hearing personnel (and not accessible to contractors), will NCARNG allow a post-event window to complete the DOEHRS (5-10 days)? Especially consider that Occ Health is conducted during weekdays when DOEHRS personnel would typically not be available. A. Not a requirement per the PWS for Occupational Health Events. With respect to the PHA events requirement, the DOEHRS system is accessible to contractors which hold CAOHC Certification (Counsel for Accreditation in Occupational Hearing Conservation), thus a work-around is not required. Q. What's the significance of the Quantity of 50 on the Line Item pricing of the SF 1449? Assuming it's the likely total of both PHA and Occ Health events for the year, would you consider eliminating that quantity number and simply making that a 1 (indicating one year)? The Bid Schedule Pricing sheet would then allow you to more accurately see what 50 events in a single year would look like in the menu-type pricing of the Bid Schedule. A. The quantity of 50 pertains to the estimated max quantity of Task Orders to be issued in a 12 month period. Each task order will be issued based upon unit pricing as denoted in the Bid Schedule for the type of event. Q. Will NCARNG allow a 5-10 day post-event window for DOEHRS uploads? If not, what is the current workaround for contractors getting access to DOEHRS training? A. The DOEHRS system is accessible to contractors which hold CAOHC Certification (Counsel for Accreditation in Occupational Hearing Conservation), thus a work-around is not required. Q. Are there NCARNC AGR DOEHRS techs or civilian DoD DOEHRS techs available to the contractors for the uploads (with a contractor CAC) when not on active duty assignment? A. The DOEHRS system is accessible to contractors which hold CAOHC Certification (Counsel for Accreditation in Occupational Hearing Conservation), thus a work-around is not required. Q. Do you anticipate this to be a single or multiple award contract? A. Single Award Requirements IDIQ Q. Can you post a tentative schedule of the FY 2020 PHA events? A. Yes, note this is tentative and will likely change.
