- Attachment 1 List of Equipment THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Program Executive Officer, Land Systems Marine Corps (PEO LS) Program Manager Medium and Heavy Tactical Vehicles (PM MHTV) intends to negotiate and award a sole-source contract with Oshkosh Defense, LLC located at 2307 Oregon St, Oshkosh, Wisconsin 54902, for obsolete parts for the Initial Issue Provisioning (IIP) kits in support of P-19R Fire Trucks. The Program Office requires maintenance of inventory lists and identification of any potential additional parts obsolescence through the fielding of the last P-19R vehicle. The procurement of seven (7) P-19R kits for parts necessary to compile the IIP packages are required to support the current fielding efforts of the P-19R. The Program Office determined during development of the acquisition strategy there was a need for an IIP package to be issued concurrent with fielding of the P-19R. The obsolescence of the IIP parts is attributed to Engineering Change Proposals (ECPs), new engineering design changes, and procurement challenges including long lead items, material degradation, and items that are no longer manufactured. The parts in the IIP are specialized fire truck components that when kitted together are specific to the P-19R. Oshkosh shall procure the part and kits and deliver them to the end users (Marine Air Stations). These kits provide transparent provisioning efforts to the using units. This requirement entails procuring the following obsolete parts which shall be replace with current part numbers as part of this effort. The totals are divisible by seven (7): Please reference the attached for list of parts. The Government estimates award of this effort will be in the first quarter of Fiscal Year 2020 with an approximate period of performance of 12-months. Oshkosh Defense is the original equipment manufacturer (OEM) of the P-19R Fire Trucks. Oshkosh Defense is the only firm with the requisite skills and knowledge of the P-19R Fire Trucks and equipment integration needed to satisfy the Government requirements. The P-19R is equipped with fire suppression compounds and extinguishing agents, handlines, and specialized rescue tools that are used by firefighters for extinguishing aircraft fires, providing protection for rescue personnel, cooling explosive ordnance, extricating injured aircrew members, and dispatching emergency response capabilities in response to crash alarms.. The P-19R is a materiel solution that provides the functional capabilities to minimize the consequences of fire and emergency incidents that include: fire suppression and extinguishment on aircraft and structures, casualty extrication and rescue. Obtaining another source by full and open competition would create an unacceptable delay in fulfilling the agency's requirements that would not be recovered through competition. If the award were made to any other source, the IIP would be delayed by approximately 12 months. Another source would have to replicate Oshkosh Defense's knowledge and capability, which will take a minimum of 12 months due to lead time necessary for the procurement and proficiency needed to execute and be delivered to Operating Forces. PM MHTV has no plans to procure future requirements for these supplies. PM MHTV and the Operating Forces intend to rely on organic sources such as Defense Logistics Agency (DLA) to meet sustainment requirements after the proposed contract's period of performance. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Unless stated herein, no additional information is available. Requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement within fifteen calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become Government property and will not be returned. Contractors are advised that the Government will not pay for any information or administrative costs incurred in responding to this notice of intent.
