Description
The scope of work for this project is to perform repairs on the existing security camera equipment and system by replacement at building PH1184 at Naval Base Ventura County (NVBC), Port Hueneme, CA. Contractor shall furnish all management, supervision, labor, equipment, transportation and materials necessary to design a security camera system (incl. delivery of shop drawings and as-built drawings), demolish the existing security camera system, provide and install a fully functional system ready for operation as specified, perform any required electrical work, and repair and paint any areas damaged by installation activities. This is an 8(a) sole-source procurement in accordance with Section 8(a) of the Small Business Act (15 USC 637(a)), FAR Subpart 19.8, and DFARS Suboart 219.8 policies and procedures. In order to meet the requirements for design-build method, as-built drawings, and specialized experience with security systems and equipment, market research was conducted of the marketplace by Ryan Kenniff, Contract Specialist. After reviewing the current ordering agreements (BOA, JOC, MACC), all options were eliminated as good options for meeting all three of the above criteria of the procurement requirements. As a result, utilization of the 8(a) Purchasing Agreement at DFARS 219.8 was identified as a best alternative to ordering agreements, given the estimated dollar values less than the Simplified Acquisition Threshold (SAT). A query of the Dynamic Small Business Search tool for the three applicable NAICS (238210, 561621, 541512) yielded only two vendors in the local area with all qualifications. With two similar requirements to satisfy, and in order to sufficiently distribute work equitably among the 8(a) program as intended, this procurement was set-aside to Clear Cloud Solutions Inc. of Pomona, CA, as the single responsible source to meet the Government's requirements for performance, location, and schedule of this procurement.
