- ARNG Occupational Health and Medical Surveillance - Statement of Work 1.0 Description: The Army National Guard Bureau (ARNG) is seeking information for its Occupational Health Medical Surveillance requirement. In accordance with Executive Order 12196, Public Law 79-685 and the DoDI 6055.05-M, the ARNG is required to have an Occupational Health Program for Federal Technicians who are exposed to occupational hazards. The anticipated North American Industry Classification System (NAICS) code is 621999 All Other Miscellaneous Ambulatory Health Care Services, with a size standard of $10 Million. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Army National Guard is not at this time seeking proposals and will not accept unsolicited proposals. Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website. Potential responders are responsible for monitoring this site for additional information pertaining to this requirement. Please note that the attached SOW is a DRAFT SOW only. 2.0 Background: The ARNG is required to have an Occupational Health Program in place for dual status civilian workers and Title 5 civilians. The Occupational Health Program provides occupational health and medical surveillance examinations that include but are not limited to the following Standard Occupational Health Exams: pre-placement, baseline, and termination exams. This program provides personnel with protection from accidental death, injury and illness caused by hazardous occupational and/or environmental exposures. 3.0 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform Occupational Health and Medical Surveillance Services for Dual Status and Title 5 personnel within the 54 states and territories. The ARNG State Occupational Health Nurse (OHN), specialist or representative requests exam type and exam components utilizing the OCCHealth Module via an automated voucher system interfaced with the Army Medical Electronic Data Care History and Readiness Tracking System (MEDCHART). Exams for ARNG employees will be scheduled based on the funding allocation within the individual states account. The examinations will be performed by licensed physicians or other licensed practitioners who are knowledgeable in Occupational Medicine. Tests for the examinations will be performed on equipment that has been maintained per Occupational Safety and Health Administration (OSHA) and American National Standards Institute (ANSI) standards. 4.0 Objective: Provide Occupational Health Medical Surveillance services to the ARNG dual status and Title 5 personnel throughout the 54 states and territories. Files exceeding this threshold shall be submitted over multiple messages, and be identified as "Message #x of #x" Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
