- SOURCES SOUGHT ANNOUNCEMENT FOR STRATEGIC LEADERSHIP FELLOWS PROGRAM (SLFP) AT OFFUTT AFB, NE A. INTRODUCTION 1. This is a Sources Sought synopsis being conducted pursuant to FAR Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time. 2. This is an initial step in the planning process for performing a custom-tailored, professional development program which includes one (1) three credit hour (letter graded), 13 week graduate-level course for ten USSTRATCOM civilian employees located in Bellevue, Nebraska. The Government is contemplating award of a Firm Fixed Price Contract. 3. The 55th Contracting Squadron at Offutt Air Force Base, Nebraska, seeks potential sources to provide the professional development program for USSTRATCOM located in Bellevue, Nebraska. The potential sources shall: a. be fully accredited by the Higher Learning Commission (HLC); b. have student learning facilities located within 15 driving miles of Offutt Air Force Base (AFB), Nebraska; c. Offer a Master's degree program in: 1) Business Management (MBA), OR 2) Political Science, International Security, International Relations, or similar; and d. Offer a three credit hour, graduate-level course covering techniques for team building, collaborative leadership, interpersonal collaboration, conflict resolution, consensus-building, creative problem solving, negotiation, facilitation, group process design, and collaboration engineering. 4. The professional development program course shall include, at a minimum, the following modules, courses, lessons or classes: a. Student orientation and enrollment session b. USSTRATCOM Senior Leader interchange on perspective and expectations (kickoff) c. A 3-credit hour course on collaboration, teambuilding, & conflict resolution d. (Academic topic) Ethics e. (Academic topic) Effective leadership skills f. (Academic topic) Group dynamics g. (Academic topic) Research methodology h. (Academic topic) Creative problem solving i. (Academic topic) Political theory and international relations j. (Academic topic) Strategic deterrence in the context of international relations k. (Academic topic) Hybrid warfare and gray-zone conflicts l. (Academic topic) Political context and history of China & North Korea m. (Academic topic) Strategy and critical thinking n. (Academic topic) Political context and history of Russia o. (Academic topic) Data analysis and presentation p. (Academic topic) Political context and history of Iran q. (Academic topic) Collaborative technologies and innovation r. (Academic topic) Program & project management s. (Academic topic) Mitigation of chemical & biological hazards/weapons t. (Academic topic) National and international space law & cyberspace law u. (Academic topic) Enrichment workshops v. (Academic topic) Introduction to one or more cutting-edge technologies (e.g., advanced computing, "big data" analytics, artificial intelligence, autonomy, robotics, directed energy, hypersonics, biotechnology, etc.) w. Student and faculty mentor sessions x. Independent research & study sessions y. Government Subject Matter Expert (SME) sessions z. Fellows alumni collaboration and/or mentor sessions aa. Capstone research project that requires synthesis of several of the above topics bb. Capstone project presentation practice sessions cc. Capstone project presentation event dd. Contractor Senior Leader interchange on perspective and expectations (graduation) 5. Period of Performance: It is anticipated that the contract period will be a base period of approximately one year (from date of award), 4 one-year option periods and a six month extension will be available for exercise IAW FAR 52.217-8 Option to Extend Services. 6. The North American Industrial Classification Systems (NAICS) code is 611310, Colleges, Universities, and Professional Schools, which has a small business standard of $30M. B. Any information provided to the Government as a result of this sources sought synopsis is voluntary and the Government will not pay for any information submitted. Respondents are requested to submit capability packages electronically, as described below. a.
