- Please see attached intent to sole source J&A document. 26 September 2019 Sole Source Justification and Approval Sole Source Title: Virtual Applications Premium Edition 4.5 Renewal License Purchase Request: F1PT6F9268AW01 Contracting Activity: 355th Contracting Squadron (355 CONS), Davis-Monthan Air Force Base, Arizona. Type of Program: Other, Contracting Program Name or Program Element: Operational Contracting Type of Determination: Individual (i) Authority: 41 USC 3304(a)(1) and Federal Acquisition Regulation (FAR) 6.302-1(a)(2) (ii) Nature and/or Description of the Action Being Approved: The 612th Air Operations Center has identified, and market research performed by 355 CONS has confirmed, that the requested Citrix application renewal licensing packages and associated customer success services, are exclusively produced by Citrix Systems Inc., and solely distributed by EA America Inc. for Government orders. The Citrix products utilized at the 612th AOC provide secure software integration between various technologies, platforms, devices and clouds, which function off of secured Citrix Servers. In order to continue utilizing secured and highly integrated software/networks within the scope of their operating conditions, the procurement of Citrix licenses for the 612th AOC are required for functionality purposes. It is thus unreasonable to risk a release of secured data, or other inherently governmental information, to the public, in the event that the acquisition hereunder proposed is prevented. Additionally, it has been addressed, that, the Government would suffer an undue financial burden and would decrease overall mission-readiness, if the Citrix licenses were not renewed, and another product be re-integrated into the 612th AOC computer systems. Moreover, Air Force Execute Command and Control Directorate AF/XOC C2 has identified Air Operations Center (AOC) as a Weapon System. Under the AOC Program Guidance, a system baseline was created, and Citrix XenApps fall under the purview of this baseline. Compliance with the 612th AOC program management organization (PMO) for the designated weapon system is mandatory, and the Citrix software currently utilized directly supports their ability to launch virtual workstation sessions for their users across the world. Air Force Life Cycle Management Center (AFMC/AFCLMC) has tested this software and mandated its use on the United Computing System (UCS), and, currently, no compatible software exists to be used within the baseline already established. Any variance in the use of this software will invalidate the accreditation awarded by Defense Information System Agency (DISA) on the UCS. Citrix Systems Inc. applications are installed at the 612th AOC, and EC America Inc. acts as the sole distributor of software renewal licenses. The current Citirx software is a baseline tool published for use by the Program Management Office (PMO) weapon system, and altering the configuration, by utilizing other manufactures, would result in a loss of accreditation. After reviewing the documentation provided by the customer, conducting extensive research that would potentially support a competitive acquisition, and referencing previous procurements for similar items, it is hereby issued as an intent to sole-source to EC America Inc. A comprehensive price fair and reasonable document will be completed prior to award. (iii) Description of the Supplies/Services Required to Meet Agency's Needs: The 612th AOC plan, command, control, execute, and asses air, space, and information operations to meet Secretary of Defense, Chairman of the Joint Chiefs of Staff, and commander, United States Southern Command taskings across the full spectrum of military operations. The unit coordinates and works in conjunction with the 12th Air Force. The 12th AF ensures the readiness of six active-duty wings and one direct reporting unit for contingency operations, and overseas twenty-one (21) gained units from the Air Force Reserve and Air National Guard, totaling more than six-hundred and thirty (630) aircraft with more than forty-two thousand (42,000) Airmen. As the air and space component to US Southern Command Air Forces Southern conducts security cooperation and provides air, space, and cyberspace capabilities throughout Latin America and the Caribbean. **The following has been identified as mission-critical, in reference to the aforementioned responsibilities of the 612th AOC and 12th AF. a.[0001 - Qty. 20: Each] Virtual Applications Premium Edition 4.5 (PN: 3022338) (Serial #: LA-0001825792-58695) b.[0002 - Qty. 100: Each] Virtual Applications Premium Edition 4.5 (PN: 3022338) (Serial #:LA-0001828071-20960) (iv) Efforts to Obtain Competition: Agency needs govern the necessity to issue a sole source, brand-name or openly competed acquisition, and, under this stipulation, thorough research was accomplished to verify which best suits the current requirement. The final determination, however, to utilize one of the three avenues of competition, is at the sole discretion of the Contracting Officer. (v) Steps to Preclude Future Use of Sole Source Acquisition: The goal of the 355th Contracting Squadron is to procure affordable products and services in an effort to meet the Government's needs in a timely manner, however, this does not preclude any justification to acquire items, commercial and non-commercial, that are technically acceptable. Further, it is our priority to find responsible vendors who are capable of satisfying the diverse requirements of Davis-Monthan AFB, which consequently, leads to more opportunity for future competition. Further, the 612th AOC continues to conduct market research to identify potential alternate products that meet Defense Information Systems Agency (DISA/AFSPC's IA) accreditation requirements, which would thereby reduce or eliminate the justification for further, non-competed acquisitions. Currently, market research has not identified alternative products that will meet the accreditation requirements. (vi) Contracting Officer's Determination: As evidenced by my signature below, and after a review of the relevant information provided both online and through previous acquisition history, I hereby determine that the use of sole-source procurement procedures is applicable to this acquisition.
