- Sources Sought Commercial Emergency Vehicle (CEV) Supply Chain Management Red River Army Depot (RRAD) is seeking possible sources with the demonstrated expertise, ability and capability to provide and perform the designated services and supply chain management in support of RRAD's rebuild, remanufacture and repair of Commercial Emergency Vehicles (CEVs). Interested sources and qualified contractors must be able to demonstrate and document complete compliance with all the following criteria and must have: •1. The technical expertise, life cycle data management support, supply chain management and data management control as required to support the process, product, data management and reporting information. Please provide any additional information or comments you would like to share. •· Ability to supply genuine OEM parts for VINS manufactured by (but not limited to) Pierce, E-One, OshKosh, KME, KOVATCH, and Rosenbauer, to include component parts from (but not limited to) Whelen, Trucklite, Amdor Luma, Bostrum, Orafol, PAC Trac, Hi-Viz, Bendix, Gates, Caterpillar, Detroit, Cummings, Allison, Freightliner, Ford, AC Delco and Michelin. •· Ability to provide OEM components and/or components that meet fit/form/function of obsolete parts in compliance with all applicable Federal Motor Vehicle Safety Standards (FMVSS) in effect at the time of completion •· Ability to provide access technical data packages to include drawings, latest OEM engineering change proposals and technology insertions and Build of Materials (BOM) for each VIN. •· Past experience and sufficient capability to provide OEM parts and/or equal parts to support CEVs rebuild/remanufacturing at projected rebuild rates. •· Evidence of past experience and average lead times in providing pricing and availability information. •· Resources to forecast material consumption fund and establish on-site inventory levels at company cost prior to start of work. •· Ability to provide minimum, maximum and total average lead time for delivery of material from your supply point to RRAD. •· A 12 month material warranty to include a failure analysis report related to any quality deficiencies. The overall objective of this potential program is to have Commercial Emergency Vehicle (CEV) repair capability at and by Red River Army Depot (RRAD) and support future Life Cycle Management. Challenges include but are not limited to: •1. Lack of NSNs for the various parts and end items; VIN managed •2. Variations in makes, models, years, and customer rebuild requirements •3. Each vehicle is custom manufactured and the Government does not have access to Bill of Materials (BOMs) or tech data. •4. Long lead parts management •5. Determining Equal parts/components IAW FMVSS The expected period of performance is approximately 5 years. The expected production rate is 2-4 Vehicles per month. All work will be performed at RRAD located in Texarkana, TX. The Contractor along with a Certified RRAD Emergency Vehicle Technician (EVT) shall perform a Pre-Shop Analysis (PSA) on these vehicles to determine level of repair required to return them to "Condition Code A" (CCA). The Vehicles will be triaged to a rebuild process according to their condition based on the outcome of the initial PSA. Genuine OEM and/or Approved OEM Equal parts are required to support this effort. The Contractor shall provide the technical expertise, life cycle data management support, supply chain management and data management control as required to support the process, product, data management and reporting information. RRAD will provide the touch labor. The Contractor is responsible for material reliability, supply chain management, and technical support. RRAD is equipped with a standard rebuild operation. The Contractor will provide technical oversight and RRAD shall induct and perform rebuild of the CEVs and return them to the customer in a CCA status, which is defined as new, used, repaired, or re-conditioned material that is serviceable and issuable to all customers without limitation or restriction. The Contractor shall provide supply support that maintains accountability for repair parts and supplies that are required to perform the rebuilds. The purpose of this Sources Sought notice is for MARKET RESEARCH. This is NOT a Request for Proposal (RFP). RRAD Production Planning Division and Army Contracting Command Warren RRAD (ACC-WRN RRAD) are requesting this information for planning purposes only. All interested parties are advised that the Government will not pay for, or provide any reimbursement whatsoever for the information provided. No contract or other instrument will be provided as a result of this request for information and no reimbursement will be provided for any information provided. Therefore, any costs associated with the provided Market Survey/Request for Information submissions will be solely at the expense of the concern submitting the information. The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of various members of Small and Large Business Community to include 8(a), Historically Underutilized Business Zones (HUB-Zone) and Service Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. Please submit letter of interest to include: •1. Any certifications •2. Any past Government awards •3. Business size and status •4. List of prior projects that are similar to the services described. •5. Any current supply chain availability and/or Technical expertise in relation to the aforementioned Vehicle OEMs (include number of years) and/or the aforementioned material/component OEMs •6. Any past supply chain availability and/or Technical expertise in relation to the aforementioned Vehicle OEMs (include how long ago and number of years) and/or the aforementioned material/component OEMs •7. Related product manuals/brochures •8. System for Award Management (SAM.GOV) Representations and Certifications •9. Company POC, title, and contact information (email and phone) •10. Does meeting the stated terms present any unique challenges? •11. What would be a reasonable lead time to have support in place if you were awarded the workload at RRAD, Red River Army Depot, TX? •12. Do you have any EVT certified employees? This request is only seeking possible sources for services specified.
