Description
Synopsis: Contract Information: The U.S. Army Corps of Engineers, South Atlantic Division, Jacksonville District intends to seek approval in accordance with 10 U.S.C. 2304(c)(1) & FAR 6.302-1(a)(2)(iii) for Justification and Approval (J&A) to increase the capacity on the subject contracts associated with this solicitation number (W912EP-18-R-0039). The Jacksonville District requires A-E Services to support the civil works and military program. Services are to be provided under a single award task order contract (SATOC). The original procurement was conducted in accordance with the Brooks Act. The North American Industry Classification System (NAICS) code for this action was 541330. It was open to all A-E firms regardless of size. The government awarded six (6) contracts, including four (4) unrestricted awards, and set aside two (2) remaining awards for small business. The total capacity of the initial Indefinite Delivery Contract (IDC) was $49,000,000; broken out as follows: $40,000,000 unrestricted shared capacity and $9,000,000 for small business set-asides shared capacity, for a term not to exceed five (5) years. The Jacksonville District is seeking to increase capacity on this IDC by $35,000,000, which will make the overall capacity total $84,000,000. The increased capacity will be allocated similar to the allocation in the original SATOC competition; $30,000,000 increase in unrestricted shared capacity and $5,000,000 in additional shared capacity for the two small business set-asides. Work under this contract will be subject to satisfactory negotiation of individual firm fixed price task orders. The contracts will be used primarily within the Jacksonville District boundaries, including Florida, Puerto Rico, and the U.S. Virgin Islands. Secondarily, the contracts may be used to provide services outside the geographic boundaries of the Jacksonville District. The contractor will have the right to refuse orders for services to be performed outside the geographic boundaries of the Jacksonville District. Project Information: The work will include engineering and design services for predominantly civil works projects with limited support for military projects and projects owned by other agencies, such as preparation of design reports, engineering studies, cost estimates and construction schedules, calculations/analyses, and construction plans/specifications suitable for use in competitive bidding processes. The work will encompass all types of civil works projects including environmental restoration, flood control, erosion control, jetties, navigation (including dredging), bridges, site planning, structural design ( including pump stations, bridges, and water control structures), paving, grading, canals, levees and dams, drainage plans, utility systems design and relocation, and value engineering. The support for military projects will include various types of construction including demolition, renovation and repairs related to multiple facility types such as military, commercial, industrial, and logistical. The work will encompass all facets of design including architectural, structural, roofing, carpentry, masonry, mechanical, heating, ventilation and air conditioning (HVAC), plumbing, electrical and electronic, fire protection or life safety systems, typical interior and exterior finishes, as well as associated site work, utilities, landscaping, security, and force protection. Services will include cost estimates for planning, design, and construction phases, cost risk analyses, quantity takeoffs, and the development of construction schedules. Preparation of construction cost estimates will require necessary software and hardware platforms to run MCACES Second Generation (MII). The U.S. Army Corps of Engineers will provide the MCACES (MII) software after contract award. Work on some projects may require performing topographic surveys by a licensed surveyor as well as geotechnical exploration and analysis. The Contractor will be responsible for the purchase of the associated Cost Book. This work will require compliance with SDSFIE (Spatial Data Standard) for GIS and AEC (Architectural Engineering CADD Standard). All CADD products produced under this contract will be required to be submitted in MicroStation format and be fully complaint with the AEC CADD standard. RESPONSES TO THIS AMENDED SYNOPSIS MUST BE RECEIVED NO LATER THAN CLOSE OF BUSINESS (COB) 10 Oct 2019. The Agency will not accept any responses received after this time and date. ALL RESPONSES SHALL BE SUBMITTED IN WRITING TO THE CONTRACTING OFFICER. Responses should be sent to Remi.J.Eggers@usace.army.mil. Telephone responses will not be accepted. This increase in shared-capacity is necessary to address requirements that were not anticipated at the time of the initial contract solicitation. The unexpected rise in mission requirements, such as unanticipated program increases and hurricane recovery work, necessitate an A-E SATOC suite that can ensure comprehensive coverage (analysis, design, award and engineering during construction) of these requirements. With additional capacity, the current A-E SATOC suite is capable of providing the necessary support with little or no delay or duplication of costs attendant to establishing a new suite of A-E contracts. Concurrent with this action, the Jacksonville District is working to establish a new $130M suite of A-E Design IDCs to facilitate requirements beyond these immediate needs.
