- Request for Information / Sources Sought Notice This is a sources sought synopsis for the General Services Administration, Public Buildings Service, Region 8. This is not a solicitation announcement, and there is no request for proposal or related documents. This synopsis is exclusively for market research to determine the interest of qualified contractors. Information gathered from market research may be used to assess the competitive environment, method of solicitation, type of contract, content of the solicitation, and for any other planning purposes. This request for information shall not be construed as a request for proposal nor as a commitment by the Government. Information is to be provided on a voluntary basis. No reimbursement of direct or indirect costs or charges, including postage and shipping, or any other costs will be made as a result of the submission of information. This sources sought notice is for the build out of approximately 1,500 square feet of office space located on the second floor in the United States Courthouse (Mansfield FB-CT), Butte, Montana., in accordance with the below description of work. The applicable NAICS code is 236220. The proposed construction project is anticipated to be a firm fixed price design build. General Description of Work: The U.S. Probation Office (U.S.P.O.) has requested the GSA to assist with the build out of approximately 1,500 square feet of office space located on the second floor of the U.S. Courthouse (Mansfield FB-CT) in Butte, MT. The project will require some demolition of the existing space in addition to the elements required to implement the design. This project will be comprised of full design and construction services. Construction services may include, but are not limited to, disciplines such as metal stud wall construction, gypsum wall board, paint, carpet, casework, plastic laminate, counters, interior window glazing, ceiling systems, lighting, mechanical system alteration/expansion and fire sprinkler and fire alarm systems alteration/expansion. Design services required to accomplish the project may include, but are not limited to, disciplines such as architectural & interior design, structural, mechanical, fire protection engineering, electrical, and industrial hygienist. The contractor is expected to provide all labor, materials, tools, equipment, supervision, and coordination necessary to successfully complete construction of the final approved construction set of drawings. Bonding: Performance and payment bonds may be required if the construction contract exceeds $150,000.00 (see FAR 28.102-1(a)). Period of Performance & Project Schedule: Depending on the response, GSA anticipates the possibility of a solicitation for this requirement to be released in late October or early November 2019. Once notice to proceed or award has been issued, the contractor has 229 calendar days to complete the design and 120 calendar days to complete construction. Requested Information: All interested vendors may indicate in their interest in this proposed acquisition by sending an email to include your name, contact information, company name, CAGE Code, DUNS number, and answers to the below questions to Heath Moore at heath.moore@gsa.gov. Questions for Response 1. Do you have experience managing projects for the build out of Court spaces and/or historic buildings? 2. How long have you been performing this work? 3. What is your interest level in this requirement? Will you: i) definitely submit a proposal; ii) might submit a proposal; or iii) will not submit a proposal. 4. Please provide a brief description of your company and reference your business size status (i.e. 8(a), HUBZone, Woman/Woman Owned or Service-disabled Veteran-owned, small business, large business, etc.) 5. Would you be more likely to submit a proposal if a solicitation for this requirement was set aside for one of the socioeconomic set asides listed above in number 4? And which one? 6. Please indicate any limiting factors that may make the project opportunity less attractive to your business. Closing Date for Receipt of Information: Please provide a response no later than October 11, 2019.
