- Notice of Intent to Sole Source The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b)(1)(i), due to only one source being available to meet the Government's needs, to BioFire Diagnostics, LLC 515 Colorow Dr Salt Lake City, UT, 84108-1248 United States The North American Industry Classification System (NAICS) code for this requirement is 334516; the business size standard is 1000 Employees. The following items are needed: 01. Torch Base-Part# HTFA-ASY-0001(A component of the FilmArray Torch System, a multiplex PCR system that integrates sample preparation, amplification and detection into one closed system for the testing of infectious disease. Includes one year standard limited warranty). Qty: 1-EA 02. Torch Duplex-Part#HTFA-ASY-0002-Qty: 1-EA 03. Torch Module-Part#HTFA-ASY-0003-Qty: 4-EA 04. Torch System Base Standard Limited Warranty. Part#HTFAWAR-0001-Qty: 1-Year 05. Torch Modules Standard Limited Warranty-Part#HTFA-WAR-0003-Qty: 1-Year The laboratory management system must be able to provide the following: • Able to perform full respiratory panel testing, as well as test for Meningitidis/Encephalitis and Gastrointestinal pathogens. • Multiplex PRC system with integrated preparation, amplification, detection and analysis capability, for the detection of infection with respiratory and gastrointestinal pathogens as well as causative agents for Meningitides and Encephalitis. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 7 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 07:00 AM Local Time, September 26, 2019. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: uyen.t.tran6.civ@mail.mil. The email subject line shall state, "Naval Medical Center San Diego, Intent to Award Sole Source to BioFire Diagnostics, LLC-N0025919N0114."
