Sources Sought Survey Statement of Objectives Type of Requirement Sources Sought - us services to meet customers' road transportation needs and generally do not operate over fixed routes and on regular schedules Place of Performance To perform charter bus services throughout the Dallas/Fort Worth, Texas area within the following counties: Collin, Dallas, Denton & Tarrant Sources Sought Notice Information Introduction This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) whether they are other than small business, small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Background The Texas NPSC FEMA had Region VI award Purchase Order Number (HSFE04-17-P-0198) Texas Disaster 4332 that supported the transportation of employees from point A to Point B. The previous contract; The contractor shall provide eight (8) 54-foot shuttle buses to pick up and drop off first responders to the following locations: Pick up: C.H. Collins Athletic Complex, 1500 Long Road, Denton, Tx 76207 Drop off: 600 North Loop 288, Denton, TX 76209 Interval Schedule: Buses will pick up every fifteen minutes from 6:00am- 8:00pm seven days a week Performance Period: August 28, 2017- September 19, 2017 (22 days), a total of 252 hours per vehicle (2016 hours total). FEMA Increased the contract to allow for incoming first responders as designated by FEMA between remote parking lots, hotels, other Federal facilities, and the RSOI facility to include DHS Surge force service. Hurricane Harvey's bus charter requirement was reactive; which may have created an increase in cost. FEMA is taking a proactive approach by seeking sources that are capable and get feedback from industry on their capabilities if a similar requirement is needed. This information will be utilized to develop a new requirement for future usage under a blanket purchase agreement or other contract type. Government is Requesting the following information on the Sources Sought: Review of the following documents: • Statement of Objectives • Sources Sought Survey Anticipated period of performance The anticipated period of performance is to be determined for future blanket purchase agreement. An example of dates is: Base Year December 1, 2019 - November 30, 2020 Option Year 1 December 1, 2020 - November 30, 2021 Option Year 2 December 1, 2021 - November 30, 2022 Option Year 3 December 1, 2022 - November 30, 2023 Option Year 4 December 1, 2023 - November 30, 2024 Number of Copies: Please submit one (1) electric copy of your response as follows: All Capability Statements sent in response to this Sources Sought notice must be submitted electronically (via e-mail) to Robert Wink, Program Specialist - Contract Oversight Management, at Robert.wink@fema.dhs.gov in MS Word, Excel, or Adobe Portable Document Format (PDF). RESPONSES TO THE SOURCES SOUGHT RECEIVED, AFTER THIS DATE AND TIME WILL NOT BE CONSIDERED.
