Description
Page 1 of 1 The Department of Veterans Affairs, VA Pittsburgh Health Care System, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with SCIREQ for the inExpose (IX) system consists of Base Unit (BU), pump (PU), cigarette smoking robot (CSR), nose-only tower, and whole-body exposure chamber. The cigarette smoking robot (CSR) complies with the ISO standard sinusoidal puff (35mL, 2-second puff per cigarette per minute) and can provide mainstream, side-stream or environmental tobacco smoke exposure. Custom puff profiles may also be generated. The CSR can be preloaded with up to 24 cigarettes and features automatic lighting in user programmable sequences. These sequences allow 1 to 12 cigarettes to be smoked in any possible parallel or sequential combination, permitting the instrument to run for up to four hours without user intervention and allowing greater smoke concentrations to be reached. There is no other company that has the ability to customize the puff profile, perform multi-group experiments at the same time, and acquire critical endpoint data. This is a notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Wednesday, September 25th, 12:00, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
