- The Veterans Benefits Administration (VBA) of the Department of Veterans Affairs (VA), requires contractor support in maximizing and amplifying the Under Secretary s internal and external messaging by way of multi-media engagement strategies. The contractor shall provide support as required in the following areas with the specific tasks to be determined and directed by the Department or dependent upon the messaging required by the Under Secretary for Benefits (USB). The Veterans Benefits Administration intends to negotiate with a single source pursuant to FAR 13.106-1 (b)(1) (Soliciting from a single source) a labor hour purchase order with SteerBridge Strategies LLC to provide expertise and support to VBA s executive leadership in maximizing media engagement strategies, facilitation of the planning and execution of a multi-media strategy that takes advantage of USB s travel to VBA facilities outside of the National Capitol Region. Two factors were considered in this procurement 1) Capability to provide credible and competent service, and 2) Verified and Certified Service Disable Veteran Owned Small Business (SDVOSB) socio-economic status of contractor. For the possibility of future like procurements, all other responsible sources verified as Service Disabled Veteran Owned Small Business may submit a capability statement, which will be considered by the agency. Capability statements will be considered only from entities who are regularly established in the business called for and whom in the judgment of the Contracting Officer (CO) are financially responsible and able to show evidence of their reliability, ability, experience, facilities and personnel to render prompt and satisfactory service and that the data produced is the authoritative data required to enable VBA to make decisions. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature outlined above, to the Contracting Officer no later than September 30, 2019 at 4:30 PM EST. Responses should be sent to daniel.pagone@va.gov. Information received will be for determining whether or not to conduct a competitive procurement for future requirements. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability as outlined in this Notice of Intent; (3)socio economic denomination or intentions of subcontracting to a socio economic category; (4) proof of CVE Certification in the VA Vet Biz website or intention of registration prior to submission of offers to a solicitation; Registration may be accomplished at https://www.vip.vetbiz.gov/. The Government will not pay any costs for responses submitted. Electronic submissions are acceptable via daniel.pagone@va.gov.
