- 19SNC33_specnote_att1 N0016419SNC33 - HAZARDOUS CHEMICAL INVENTORY MANAGEMENT SYSTEM FOR PRINTED CIRCUIT BOARD FABRICATION - FSC 6850 - NAICS 325998 Issue Date: 24 September 2019 - Closing Date: 18 October 2019 - 2:00PM Eastern Standard Time SPECIAL NOTICE - The proposed special notice is a Request for Information (RFI) to support market research to identify interest and the capabilities of industry to meet the Government requirement for hazardous chemical materials to support the Printed Circuit Board (PCB) Technology Branch at Naval Surface Warfare Center (NSWC), Crane, Indiana. The PCB Technology Branch workload consists of maintaining an ongoing, continuous capability to generate electrical interconnects with printed circuit boards, substrates, interposers, and related structures for a limited production and prototype environment. A necessary condition for this continuous capability is the availability and replacement at need of a defined list of hazardous chemical materials. Tasking will include developing and refining the process and procedures during a 6-month initial period while maintaining continuous availability of the materials needed for the PCB manufacturing process and include complete process characterization, documentation and training. See attached list of anticipated requirements for hazardous chemical materials support. All interested parties are strongly encouraged to submit a white paper response not to exceed six (6) pages and should be typed in 12-point Times New Roman font, single-spaced, with 1-inch margins. Responses shall at a minimum, indicate if they are an accreditation by the National Association of Chemical Distributors and demonstrate capability to perform and comply with the requirements in the attached list of anticipated requirements for hazardous chemical materials support. Responses shall include a discussion of their ability to provide advantageous firm-fixed-price pricing with quantity discounts for five years for a variety of items to be procured at low quantities due to shelf life concerns. SUGGESTED SUBMISSION FORMAT 1 - Cover Letter (optional) 2 - A cover page labeled with the heading "Hazardous Chemical Inventory Management System" including the organization, organization's address, and technical point of contact with telephone number and email address. 3 - No more than six (6) pages for any one paragraph above (not including appendices or attachments) including: Objective: Clear and concise statement of capabilities of your organization with respect to proposed effort. Background: Describe the applicable technologies relating to this RFI request Characteristics, specifications, and certifications your organization holds as related to the capabilities, interests/focus items above, to include the below as applicable: - Identify your organizations experience with similar efforts - Identify your organization's facility and resources relating to subject effort. - Intellectual property claims (if any). - Explain how quality control is incorporated in your processes. - Earliest availability for a technical demonstration or facility tour at no cost or risk to the Government. All white paper response are encouraged to be submitted in PDF and Word format emailed to the technical point of contract: Mr. Mick Miller at michael.p.miller@navy.mil. The subject line of the email should read as follows "Hazardous Chemical Inventory Management System". A recommendation of no greater than 10MB is established to permit unimpeded email reception. However, no size limit for email files is established. Responses indicating the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. The Government will NOT be responsible for any proprietary information not clearly marked. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This request for information does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ) or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Responses are requested NLT 02:00 PM Eastern Standard Time (EST) 18 October 2019. White papers may be submitted any time prior to expiration of this announcement. Submittals after this date will still be accepted, although there is no guarantee they will be evaluated.
