- Sole Source J&A The Oregon Air National Guard intends to award a six (6) month bridge contract to Duro Health, LLC, 575 NW Lamonde Terrace, Portland, Oregon 97229. Duro Health is the incumbent contractor on the current Human Performance Program Services contract (W912JV-15-P-4042). This action shall bridge the Human Performance Program Services requirement from 30 SEP 2019 to 27 MAR 2020 The Human Performance Program (HPP) is designed to meet the unique physical needs of pilots and special operators. Conditioning is accomplished through a comprehensive, coordinated, multi-disciplinary 'pre-habilitative' physical training program with focused strength and conditioning, performance nutrition, and physical therapy. The purpose of placing HPP Specialists on base is to reduce frequency and severity of injuries and time lost from service, improve long term quality of life, optimize human performance/ readiness, avoid injury prior to occurrence, increase production, and support retention. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements'. Interested persons may identify their interest and capability to respond to the requirement or submit proposals to be used for consideration of future requirements. This notice of intent is not a request for competitive proposals and an RFQ will not be issued, however, all proposals received by the closing date and time will be reviewed and used for future requirements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for a future requirement. Any vendor who wishes to submit a proposal for future consideration should email their company's capabilities information to the attention of Major Andrea Smothers no later than 10:00 A.M.
