- List of Required Supplies (brand name or equal) for Mitchell Hall Uniform Items BPA COMBINATION SYNOPSIS/RFI/NOTICE OF INTENT OF BLANKET PURCHASE AGREEMENT (BPA) AWARD The 10th Contracting Squadron, Operational Contracting Office, United States Air Force Academy (USAFA) Colorado, intends to award two Blanket Purchase Agreements (BPAs) for brand name or equal uniform supply items for employees at Mitchell Hall for the 10th Air Base Wing (ABW) Force Support Squadron (FSS). One BPA will be awarded to AAA Uniform Place LLC and the second BPA will be awarded to SJR Inc., doing business as (DBA) Lorigs. Both vendors are located in Colorado Springs. This procurement is for the acquisition of commercial supplies using simplified procedures in accordance with FAR Part 13. The vendors AAA Uniform Place LLC and Lorigs will provide brand name or equal uniform supply items including embroidery on select items (see Attachment 1). USAF Academy requires vendors to offer the required supplies and the following delivery expectations: a) Vendors must be able to deliver required supplies within ten days of a call. b) Vendors must be able to handle exchanges and returns within one week. c) Vendors must be able to expedite rush orders on an as needed basis within 3 days. d) Vendors must be able to quickly mitigate potential delivery issues. The North American Industrial Classification System (NAICS) number is 315210. The size standard as defined by the U.S. Small Business Administration is 750 employees. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. A SOLICITATION WILL NOT BE POSTED. DO NOT submit a bid/quote at this time. Based on previous market research conducted, the Government intends to proceed with this action. The Government intends to award two BPAs with Firm Fixed Price calls IAW FAR Parts 12 and 13. This is also a Request for Information (RFI) for the following questions: a) Are there American Made and Berry Amendment compliant brand name or equal supplies available to fulfill the required supplies for this BPA (see Attachment 1)? Any vendor replying to the RFI should send an email to include your name, contact information, company name, DUNS and CAGE code, and the response to the question above to kristin.rothe@us.af.mil and jerry.smith.25@us.af.mil. Any information provided by industry to the Government as a result of this notice is voluntary. This notice is for planning purposes only and does not commit the Government to pay for the information provided. Contractors must have a current registration with the System for Award Management (SAM) at https://sam.gov/. This synopsis is for notification purposes only and does not constitute a solicitation for bids or request for proposals. Any offerors believing they can provide the required Mitchell Hall Uniform Items with all of the features and functions of the requirement described may provide evidence for consideration. Evidence must support the offeror's claim they can fully provide this requirement. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Responses must be received no later than 14:00 Mountain Time (MT) on 27 September 2019. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. Alternate POC is Jerry Smith, Contracting Officer, (719) 333- 3587, jerry.smith.25@us.af.mil. 5352.201-9101 OMBUDSMAN (JUN 2016) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
