- Notice of Award - Sole Source. This is not a solicitation announcement. The United States Coast Guard, Surface Forces Logistics Command (SFLC) has a requirement to support the Air Search Radar (Hensoldt TRS-3D / SPS-75) system of record aboard the National Security Cutters (NSC). The NSC Air Search Radar system is a firmware/software intensive system comprised of numerous integrated parts, designed and manufactured by Hensoldt Incorporated. This procurement is to allow the US Coast Guard to have access to OEM parts needed to support the established NSC configuration. The Contractor shall provide OEM critical replacement spares in accordance with the replacement spare sourcing process under the International Common Spares Pool (ICSP). The Contractor shall provide access to International Common Spares Pool (ICSP) parts in a 12 month period. If OEM replacement is available, the Contractor and USCG shall execute an exchange whereby: Contractor shall ship the part from the ICSP to a USCG designated drop point. Potential drop points are Alameda, CA; Charleston, SC, Honolulu HI, SFLC Baltimore MD, and Mayport, FL. The Contractor shall make best effort to deliver the parts in as short a response time as possible. The Contractor shall be responsible for providing tracking information for shipments between the Contractor's warehouse (the part's origination point) and drop points. The pick-up date, carrier, bill of lading number, pro/air way billing number, pieces weight, delivery date, and drop point location will be identified on all shipping documents. The shipbuilder, Huntington Ingalls Incorporated, won a full open market competition to build the NSC. The contract shipbuilder designed the ship to include the TRS-3D / SPS-75 Air Search radar to meet the operational requirements of the contract. The NSC Air Search Radar system is a firmware/software intensive system comprised to numerous integrated parts, designed and manufactured by Hensoldt Incorporated. This procurement is to allow the US Coast Guard to have access to OEM parts needed to support the established NSC configuration. Deviation from the "as-designed" configurations (selection of a replacement system or components), requires a significant amount of redesign and analysis to assure NSC maintainability, reliability, and supportability.
