Page 1 of 3 NOTICE OF INTENT TO SOLE SOURCE: The Department of Veterans Affairs Network Contracting Office 4, 1700 South Lincoln Avenue, Lebanon, PA 17042, intends to award a Limited Sources (sole source), Firm-Fixed-Price Contract to ScriptPro USA, LLC., for the provision of ScriptPro maintenance and support at the James E. Van Zandt VA Medical Center (VAMC), located at 2907 Pleasant Valley Blvd., Altoona, PA 16602. This contract action is for services for which the Government intends to solicit from only one source under the authority of FAR 8.405-6(a)(1)(i)(B), Only One Source, and FAR 8.405-6(b), Items Peculiar to One Manufacturer. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. The North American Industry Classification System (NAICS) for this requirement is 541511 with a small business size standard of $27.5 million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest by submitting capability information by 12:00 P.M., EST, on Wednesday, September 25, 2019, in order to establish sources that meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification. DEPARTMENT OF VETERANS AFFAIRS FAR 8 Justification for Limiting Sources (LSJ) For Limiting Sources (<SAT) Acquisition Plan Action ID:_***REDACTED***__ Contracting Activity: Department of Veterans Affairs, VISN 4, Lebanon Medical Center Requestor: James E. Van Zandt VA Medical Center. 2237: ***REDACTED*** Description of Action: This is a logical follow-on to contract VA244-14-F-4211 Order against: FSS Contract Number: _36F79719D0135_ Name of Proposed Contractor: SCRIPTPRO USA, INC. Street Address: 5828 REEDS ROAD City, State, Zip: MISSION, KS 66202-2740 Phone: 913-403-5529 Description of Supplies or Services: The estimated total contract value of the proposed action is ***REDACTED*** This Sole Source justification is for the on-going support and service of ScriptPro products located at the James E. Van Zandt VA Medical Center in Altoona, PA, that should be carried out by the Original Equipment Manufacturer, ScriptPro. This system assists Pharmacy by allowing ScriptPro s system to work in conjunction with ScriptPro s SP Central Pharmacy Management, Workflow, and Telepharmacy Systems to process prescriptions from point of entry to point of sale. ScriptPro s Pharmacy Services Portal is a hardware and software solution that provides self-service patient pharmacy services, ticket queuing and patient/prescription integration. The system checks the patients into the pharmacy and notifies the staff of the patient s checkin. A ticket is printed for the patient and calls the patient to the pickup window. The Notice board greets the patient and displays what tickets are currently being processed. Window displays are mounted at each counseling window to display which ticket is currently being served at that window. The Pharmacist will use the ScriptPro software to call the patient, process the prescriptions and close out the ticket. Complete reporting functionality is included to track number of tickets issues, number of customers served, wait times, transaction times, etc. In addition, the VA access card can be scanned to retrieve patient information. Therefore, the system will automatically notify the pharmacist and link all prescriptions waiting for the patient (which cannot be done at this moment). James E. Van Zandt VA Medical Center requires the current ScriptPro Workstations to be serviced and supported. These workstations work in conjunction with ScriptPro s SP Central Pharmacy Management, Workflow, and Telepharmacy Systems to process prescriptions from point of entry to point of sale. It displays on-screen prescription status lists, automates the collation of patient prescriptions, and provides paperless prescription tracking and batching for each patient. The services support shall include one (1) SP 200/CCC, 12 months of SP Central support, nine (9) SP Printers, two (2) Electronic Signature Devices, two (2) Notice Board XL, 12 months of Virus Protection Platform service/support, and hardware/software upgrade to implement security enhancements with the latest version. The contract is to be Firm-Fixed with a Base Year and four (4) Option Years. Authority: ORDER AGAINST FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. Mark the applicable exception: An urgent and compelling need exists, and following the procedures would result in unacceptable delays(FAR 8.405-6(a)(1)(i)(A); Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; (FAR 8.405-6(a)(1)(i)(B)); In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order and the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures (FAR 8.405-6(a)(1)(i)(C)); or Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer (FAR 8.405-6(b)). Rational/explanation to support cited authority: Due to the nature of this procurement, Unicor is not able to provide the requested services and support. A search on AbilityOne yielded zero (0) results. A search on GSA shows the manufacturer, ScriptPro, listed. A previous acquisition, ***REDACTED*** posted a Sources Sought Notification, 36C24419Q0683, onto FedBizOpps (FBO.gov). By the closing of the notification, only ScriptPro responded. ScriptPro confirmed two (2) authorized resellers/distributors that are not eligible to provide items related to "version 10 upgrade," which required for this procurement. ScriptPro holds the VA FSS, 36F79719D0135, for the required items and services. ScriptPro is the proprietary source for the required products that need to be integrated with already existing hardware and software. ScriptPro USA, INC. holds a Business Associate Agreement (BAA) with the Department of Veterans Affairs, Veterans Health Administration. The Medical/Surgical Prime Vendor formulary was reviewed for ScriptPro products and services, but there were no results for the equipment being requested. To confirm findings for the procurement, ***REDACTED***, a Sources Sought Notification, 36C24419Q1169, was released onto FedBizOpps (FBO.gov). By the deadline of the Sources Sought Notification, there were no responses expressing any interest. An award, VA244-14-F-4211, was made to ScriptPro for ***REDACTED*** for the same services and support. Due to the mark research findings and in accordance with FAR 8.405-6(a)(1)(i)(B) and 8.405-6(b), it is recommended that this procurement be awarded a sole source award to ScriptPro USA, Inc. Note that this determination satisfies the requirements of FAR 8.405-6. The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules. ***REDACTED*** Date ***REDACTED*** ***REDACTED***
