- VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT VHAPM Part 813.106 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018 Page 1 of 2 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C255-19-AP-1121 Contracting Activity: Department of Veterans Affairs, VISN 15, Eastern Kansas Health Care System (EKHCS): Colmery-O Neil VA Medical Center, 2200 Gage Blvd, Topeka, KS 66622; and 4101 Dwight D. Eisenhower VA Medical Center, 4101 S. 4th St., Leavenworth, KS 66048. Purchase Request No. 116-19-2-4161-0239. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The estimated value is $50,544.00. The EKHCS has a requirement for a Radio Paging System upgrade for both Topeka and Leavenworth, KS facilities. The supplies include (2 qty) RS2020 Auto Redundancy Switches, (4 qty) Paging Terminal Power Supply Upgrades, (2 qty) Broadband 300-Watt Paging Transmitters with Power Supply, (1 qty) Antenna System, (2) Linux Site Licenses, and freight. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: All VISN 15 Medical Centers currently utilize R- Comm Radio Paging Systems. The R-Comm Radio Paging Systems are custom manufactured and utilizes IWA Technical Service s proprietary patented R-Comm Systems software. The software is protected by an END USER LICENSE AGREEMENT (EULA). The hardware circuity is not patented, but the proprietary software and hardware prevents others from copying codes used in the system. The combination of software and hardware allow for information to be transmitted to/from the originator and receiver. The combination also provides an option that allows data to be encoded and scrambled, so as to prevent interception from parties not having the added decrypting R-Comm software and hardware in place. R-Comm has chosen to keep the internal working details as proprietary to prevent possible data security breaches. IWA Technical Services is the only authorized sales and service agent for R-Comm systems used by the US Government. IWA Technical Services provides replacement equipment and 24/7/365 support for contract maintenance. There is currently a VISN 15 Radio and Pager Maintenance Schedule, VA240C-17-C-0014. Period of Performance (PoP): September 15, 2017 to September 14, 2022. This schedule covers all personnel, equipment, tools materials, transportation, management supervision, training, reports, and other items and services necessary to perform all radio paging system tasks and functions. Procuring an alternative brand would not be in the government s best interest, as it may result in having to replace the entire existing system. Procuring an alternative brand would also require a new service/maintenance contract to accommodate the alternative brand s equipment and software. Procuring alternative brands would incur substantial duplication of cost to the Government that is not expected to be recovered through competition. Description of market research conducted and results or statement why it was not conducted: Market Research was conducted using Vendor Information Pages (VIP), National Strategic Source Listing (SAC), NASA SEWP, and Google. Findings were as followed: A VIP query using key phrase Radio Paging Systems, provided no results. A second query using NAICS 541519, found 2,201 organizations. NAICS 541519 is NASA SEWP s recommended code for SDVOSBs. A third VIP query using key phrase Radio Paging System in combination with NAICS 541519, provided no results. A SAC query using key phrase Radio Paging Systems, provided no results. A NASA SEWP query using product item number RS2020, found one (1) small business, IWA Technical Services, Inc. A Google search for R-Comm Radio Paging System, led to the findings of a VISN-Wide Schedule, VA240C-17-C-0014, for R-Comm Systems maintenance. As mentioned in Section 3 of this document, this schedule covers all personnel, equipment, tools materials, transportation, management supervision, training, reports, and other items and services necessary to perform all radio paging system tasks and functions. IWA Technical Services, Inc. is the only source for this requirement. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106- 1(b).
