- The NASA Glenn Research Center (GRC) has a requirement for the procurement of a radio frequency (RF) channel emulator capable of supporting aerospace communication channels. The emulator must be compatible with the Multiple Access Testbed for Research in Innovative Communication Systems (MATRICS) research platform by meeting the following specifications: • A minimum number of 8 RF channels, with the capability to expand up to 64 channels. • An instantaneous bandwidth per channel of 160 MHz • The ability to combine channels to produce an instantaneous bandwidth greater than or equal to 600 MHz • Capability to support bi-directional links • Must be able to support external modules to facilitate future operation at a maximum frequency of 27 GHz. • A maximum Doppler range of at least +/- 1.5 MHz • A maximum delay greater than or equal to 600 milliseconds • A minimum delay less than or equal to 2.5 microseconds • A delay resolution less than 100 picoseconds • Must support the ability to externally control the channel emulator using SCIPI commands or another API compatible with the Python programming language • Must be upgradable to support 5G hardware and software platforms • Provide the ability to load and playback user defined channel and fading models • Support beamforming applications with internal auto-phase-calibration capability NASA GRC intends to purchase the item from Keysight Technologies. It will provide the ability to conduct hardware-in-the-loop testing of communication systems for both aeronautics and space vehicles. NASA engineers will be able to test, validate and verify complete communication system over simulated flight trajectories. Authority for sole source procurements may be found under FAR 6.302-1(2) The Government intends to acquire a commercial item using FAR Part 13.5. This notice of intent is not a request for competitive proposals; a solicitation document will not be issued. Organizations that believe they are capable of performing the described work may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 11:59p.m. EST on Sunday September 29, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
