Description
This is a combined synopsis/solicitation for commercial supplies/services prepared in accordance with the format in Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quotes under solicitation number 36C26219Q1383. The acquisition strategy is Unrestricted, but considerations to set aside will be done if two or more Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Business (VOSB), or Small Business responds to the solicitation. The Department of Veterans Affairs VA, VISN 22 Network Contracting Office, is seeking sources that can provide a Nu-Star PowerPusher Battery-Powered Material Handling MFC 100 or Equal product with Brand Name or Equal Product, for the VA West Los Angeles Healthcare System, 11301 Wilshire Blvd. Los Angeles, California 90073. The Government will award to the responsible offeror whose offer conforms to the solicitation and is the best value/Lowest Price Technically Acceptable (LPTA). Price Technical Capability of the offer to meet the Government Requirement Evaluation is on Lowest Price Technically Acceptable (LPTA) basis. All offers will be evaluated on their proposed total price. The contract will be awarded to the company with the lowest price, which fully meets all specifications. Only the lowest priced proposal will be evaluated for technical acceptability (to be based on the specifications). The next lowest offer will only be evaluated if the aforementioned offer is not found technically acceptable (and so on). Only one award will be made under this solicitation. Award will be conducted under the provisions of FAR Part 12, Commercial Items, Far Part 13, Simplified Acquisition Procedures. Submit only written offers; oral offers will not be accepted. All Firms or individuals responding must be registered with the System for Award Management (SAM). These requirements (or equivalent product/solution), MUST be met in order to be considered for this procurement. All Shipping and Handling must be included (if applicable). Interested parties must be an authorized reseller, distributor, or dealer to be considered for this procurement. Verification can be provided by an authorization letter or other documents from the manufacturer. No exceptions, must be a manufacturer authorized distributor. The solicitation will be in accordance with FAR Part 12, 13, and 19, Acquisition of Commercial Items, Simplified Acquisition Procedures, the acquisition strategy is unrestricted, but considerations to set aside will be done if two or more Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Business (VOSB), or Small Business responds to the solicitation. In addition, the Programs for Veteran Affairs Acquisition Regulations as supplemented with additional information in this notice. The North American Industrial Classification System (NAICS) code for this requirement is 333924 size standard 750 employees. The Contractor shall adhere to all federal and state laws and regulations in effect during the term of this contract. The Government intends to award a firm-fixed-price contract. The Contract begins on the date of award. Due to time constraints, responses to the solicitation shall be due on Thursday, September 26, 2019 at 1:00 PM PST.
