- The United States Coast Guard (USCG) Telecommunications Information Systems Command (TISCOM) Contract Procurement Division (CPD) located at 7323 Telegraph Road, Alexandria VA, 22315, intends to award a firm-fixed price contract on a sole source basis to Sealing Technologies, Inc in accordance with FAR 6.302-1. The contractor will be required to provide three Cyber Protection Team Cyber Fly-Away Kits (C-FLAK), also known as Deployable Mission Support Systems (DMSS), so that the USCG Cyber Protection Team can execute the mission. In addition, the contract will include 120 hours of Advanced Incidental services. The kit delivery timeframe is expected to be 12 weeks from date of award. The C-FLAK is a modular fly-away computing cluster that is purpose-built for conducting Defensive Cyber Operations missions. No other company provides the form-factor and modularity provided by SealingTech. Besides being the only kit that meets requirements, the USCG has determined that competition for the DMSS would incur a substantial duplication of costs in engineering, testing, accreditation and training. In total, the USCG cost avoidance will be approximately $750K to $1.6M by using the C-FLAK kits developed by SealingTech. In addition, the design, engineering, test and approval process for DoD kit solutions took approximately two years, which would negatively impact the USCG Cyber Protection Team mission if the USCG had to wait that long to acquire the kits. As a result, this acquisition will be a sole source directly to SealingTech for the purchase of the equipment as it is in the best interests of the USCG. The primary factors driving this acquisition strategy are: the cost/schedule avoidance that the Coast Guard will realize as described above; the fact that the USCG can leverage a DoD Authority to Operate which speeds the kit fielding process; and the ability to transport the kits as carry-on baggage which is critical to USCG mission execution. This notice of intent is NOT a request for competitive proposals; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government's requirement with commercial items and are received within 2 calendar days after the date of publication of this synopsis will be considered by the Government. Responses must demonstrate that the Cyber Fly-Away kit being presented has been designed, engineered, tested, and approved for use by a DoD component and that the kits can be transported as carry-on baggage. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
