There is no commitment by the Department of Veterans Affairs (VA), PCAC to issue a solicitation, make an award, or to be responsible for any monies expended by any interested parties in support of this effort. The Department of Veterans Affairs is neither committed nor obligate to pay for information provided, and no basis for claims against VA shall arise as a result of a response to this request for information. MIDWEST CONSORTIUM MEDICAL GAS AND BULK OXYGEN Industry Day (One-on-One Sessions) ***Please note Medical Gas and Bulk Oxygen will be two separate requirements*** Date: Tuesday, October 29, 2019 Wednesday, October 30, 2019 Thursday, October 31, 2019 Location: Building 2805 2805 Dodd Road Eagan, MN 55121 Description: The Industry Day(s) is being conducted in accordance with Federal Acquisition Regulation (FAR) 15.201(e) as part of market research as a forum to discuss with small and large businesses and to obtain feedback on acquisition strategies related to the medical gases and bulk oxygen program. The objective of the Industry Day is to obtain input from industry representatives with expertise in and knowledge for implementation and management. In addition, the Industry Day Conference is to provide preliminary information on anticipated technical requirements, business/contract considerations, acquisition approach as well as allowing each contractor the opportunity to express their technical, contractual and procedural concerns in regards to the requirements and acquisition strategy. The Industry Day Conference will also provide an opportunity for contractors to ask questions and for interested firms to network with each other. One-on-One Sessions: VA will conduct forty-five-minute one-on-one meetings with contractors. Each contractor shall provide one email copy of all attachments requested below to the following: Christopher Wynn Subject line of email: ATTN: MIDCON Medical Gas Bulk Oxygen RFI 36C77619Q0233 Email: christopher.wynn@va.gov Registration Requirements: Companies of all sizes are requested to submit their information based on the RFI requirements. The most capable companies will be invited to attend Industry Day(s). Registration will begin on Monday September 23, 2019 and will end on Tuesday October 15, 2019 by 2:00 pm (CST). Due to budgetary and time restrictions, only 14 contractors will receive one-on-one meetings based on the information provided regarding this RFI. Technical evaluation board will review the information requested for submittal. Registration will be handled in response to the capability to perform the requirement. Vendors will not be allowed to register on the day of the event or be permitted to attend a session without a reservation. Reservations are not transferable. Registration to attend must be completed via email to christopher.wynn@va.gov. Companies will be informed by the Thursday October 17, 2019 or sooner of their timeframe allotted. Please provide your name, organization/company, phone number, number of attendees (limited to 4), and email address. Please note, attendance/participation at the Industry Day Conference is encouraged but is not a prerequisite for participation in any solicitation that may eventually result from the conference. Please do not attend without confirmation of a reservation. The reservation confirmation will only be provided from the above noted email addresses. All questions regarding the Industry Day Conference should be directed in writing via email to Christopher Wynn at christopher.wynn@va.gov. Requirements (Draft): All requirements listed below must be provided prior to Industry Day and the deadline Tuesday October 15, 2019 by 2:00 pm (CST). ATTACHMENTS REQUIRED A. The Contractor shall provide and also as part of their briefing, answers to all questions submitted (Attachment C). B. The Contractor shall provide answers to delivery locations along with current certifications and mileage from distribution center. (Attachment B). C. The Contractor shall provide estimated prices for the six (6) selected stations and gases (Attachment D). Delivery Requirements: A. All deliveries are Free on Board (FOB) Destination to the requesting medical facility/CBOC: Supplies shall be delivered to the destination warehouse, or receiving dock, at the expense of the Contractor. The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or constructive placement as defined in carrier tariffs) of the supplies to the destination. DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
